Emergency Programme Coordinator* At Welthungerhilfe

The position is to be filled as soon as possible, with an initial contract duration of one year (6-months’ probation period) and good prospects for an extension. The duty station is Juba, South Sudan, with frequent travels to project locations.

We are looking for a seasoned and innovative leader with multi-year global experience in multi-sectoral humanitarian programming in various contexts. As Emergency Programme Coordinator, you will be responsible for the overall management of Welthungerhilfe’s (WHH) emergency portfolio in South Sudan and provide strategic direction for WHH’s emergency programming. You will be member of a large structure (>250 staff, incl. 25 international staff), report to the Head of Programmes, and work closely with Sectoral Leads (WASH and FSL) and Heads of Emergency Projects.

Your responsibilities

  • Provide analysis of the humanitarian context and changing needs in sectors such as FSL, Nutrition, WASH, (Mainstreaming-) Protection in the country and support the development and implementation of the humanitarian strategy anchored in the strategic objectives of WHH South Sudan
  • Ensure that the humanitarian strategy and operations are efficiently linked with emergency preparedness planning and programming
  • Lead the development of a humanitarian funding strategy, identify humanitarian donors, and conduct fund raising initiatives in close coordination with the Country Director and the Head of Programmes
  • Lead the development of humanitarian project proposals and oversee the technical implementation of humanitarian activities in the field
  • Conduct direct rapid assessments and implementation in the field as needed and provide necessary capacity building to the team.
  • Maintain regular meetings and information exchanges with institutional and non-institutional donors, sharing analysis and evidence of field needs
  • Ensure regular presence of WHH in any humanitarian coordination meetings in country such as Government and UN OCHA-led and actively participate in relevant clusters such as FSL, WASH, working groups and other International and National NGOs
  • Ensure WHH’s participation in relevant humanitarian inter-agency activities (Flash Appeals, Joint Assessments…) and coordination with UN led operations such as Emergency Safety Nets
  • Serve as focal point for the development, implementation, monitoring and update of the Emergency Response and Preparedness Plan (EPReP) and according to the Country Emergency Team decision leading emergency responses in country
  • Provide the necessary capacity building to the identified country emergency response team and ensure that the organizational departments implement the identified minimum preparedness actions according to the plans
  • Ensure the quality and adherence of WHH’s intervention to the global and organization’s standards

Your profile

  • A university or polytechnic degree in Disaster Management, International Development, Community Development or a related field
  • More than 5 years relevant work experience in the management and implementation of complex emergency operations in at least 3 different countries
  • Experience in grant acquisition, project design, and writing high quality proposals as well as donor reports
  • Hands-on experience in developing emergency programming in WASH and FSL required; Shelter/NFI and Protection Mainstreaming experience would be a very strong asset
  • Various humanitarian donors experience is required as well as experience in managing all implementation stages of large-scale WFP-funded projects
  • Working experience with digital solutions for data collection is required, working experience with digital solutions for operational efficiency and database systems would be an advantage
  • Experience in financial and/or human resource management is desired
  • Excellent understanding of humanitarian architecture and coordination system
  • Very good analytical skills for evaluating the humanitarian and security-related situation
  • A high level of mental and physical resilience and readiness to travel to areas with volatile local conditions
  • Excellent command of spoken and written English; German and/or Arabic language skills would be an asset
