ORGANIZATIONAL CONTEXT

As part of Sudan CSP 2019-2023, WFP offers an integrated package of programmes responding to immediate and protracted crises while seeking coordinated approaches to improve nutrition, strengthen resilience, and support the Government of Sudan and partners in paving the way for sustainable development results. Key programme activities include life-saving food assistance (in-kind food and cash-based transfers, including through FFA, School-Based Programme, Nutrition as well as Productive Safety Nets and Post-Harvest Loss reduction.

The FLA Section within Programme Unit is a crucial part of WFP Sudan for managing effective and efficient partnerships with a significant number of cooperating partners.

JOB PURPOSE

Reporting to the Head of Emergency, the Programme Officer, FLA Management is expected to provide leadership, training and mentoring to national staff under her/his supervision as part of a long-term capacity strengthening effort across WFP Sudan.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Programme Officer will be responsible for the following duties.

  1. Lead the process of FLA management for all the programme units, ensuring all the review, and due-diligence processes have been followed;
  2. Coordinate the process of CPC (Cooperating Partners Committee) and provide essential information to the forum on all aspects of partnerships;
  3. Develop SOPs for FLA management and TOR for the CPC committee and update/revise based on new changes and corporate guidelines;
  4. Supervise the FLA team to ensure all the Agreements are prepared correctly and in line with the SOPs;
  5. Ensure timely creation of FLAs in COMET and quality distribution reports and relevant invoices are timely submitted for the reconciliation against deliveries and payments process;
  6. Track the progress of the FLAs in terms of consumptions and altering Programme units and Area/FOs for expected FLA amendments and adjustments;
  7. Lead the process on the UNPP (UN Partners Portal) for the registration, identification and selection of CPs;
  8. Provide guidance to technical programme units on budget negotiations with CPs. Prepare analysis of various FLA budgets in order to harmonize the process and ensure there are no duplication of costs or double charging;
  9. Review and finalize Call for Proposals (CFP) received from programme units and circulate it to potential NGOs for proposal submission while ensuring the given timelines;
  10. Act as a primary focal point for Cooperating Partners, providing feedback to the NGOs on the outcome of their proposals.
  11. Provide technical assistance and guidance to the Programme units and Area/Field Offices on the mid-year and end of the year performance assessments, ensuring timely completion of the process and maintaining a database of the results for review by CPC during FLA extensions and renewal process.
  12. Deliver training and mentorship to FLA team to build their capacities;
  13. Train CPs and wider WFP CO/AO/FO staff on the FLA process, including partnership process, budgeting, proposals, capacity assessments, performance assessment and reporting. developing required training materials for their future reference and consumption;
  14. Provide information and reports on partnerships for programme and management briefings taking points reports and ACR.
  15. Other duties as required

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in social sciences, economics, International Relations, Mathematical sciences and other related fields.

Experience:

Five years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

Three years of experience in working with cooperating partners including managing the financial aspects, agreements and monitoring of results.

Ability to work with online partnership management tools (i.e. SAP, COMET etc).

Knowledge & Skills:

  • Demonstrated high moral integrity by modelling the UN’s values and ethical standards, impartiality and discretion and proven capacity of initiative, discretion and autonomy;
  • Sectorial planning, results-based management and reporting;
  • Able to formulate, implement, monitor and evaluate programmes and projects, as well as resource mobilization skills;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • Ability to travel under harsh conditions within the country whenever required;
  • Builds strong relationships with clients, focuses on impact and results for the client and responds positively to feedback.

Languages:

Fluency (level C) in the English language.

Fluency (level C) in the Arabic language will be considered as an asset.
