Chemonics seeks a senior technical advisor to support the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in South Sudan. The GHSC-PSM project is the primary vehicle through which USAID procures and provides health commodities, provides technical assistance to improve partner countries’ management of the supply chain, and collaborates with key international stakeholders to support global health initiatives. This is a long-term position for the life of the contract based in Juba, South Sudan, with intermittent local and international travel as needed.

The senior technical advisor will provide direct technical assistance to specifically assigned duties to fulfill the GHSC-PSM project’s strategy aimed at improving the availability, accessibility, and use of family planning commodities for all levels of South Sudan’s public health system. She/he will play a critical role at the national level to ensure the improvement of coordination and communication among the various stakeholders (USAID, MOH, CMS, HPF, UNFPA, and all other key implementing partners). She/he will also provide support in the development and implementation of supply chain policies and procedures in support of adequate quantification, warehousing, inventory management, and logistical challenges associated with distributing products to county and facility levels.

The senior technical advisor will support the Country Director in all strategic and policy matters related to the implementation of project workplan activities, represent the Country Director in her absence, and liaise with and keep close coordination with the Chemonics Home Office, USAID Mission, all public and private sector stakeholders, development partners, and donors for project technical matters and multidisciplinary supply chain functions as per the project workplan. Principal Duties and Responsibilities

Specific Responsibilities

  • Under the direction of the Country Director, and with consultation from the Home Office, develop and implement streamlined strategies and organizational structures to capitalize on supply chain management best practices to ensure cost efficiencies and increased productivity of project teams
  • Serve as a member of the senior management team to oversee technical implementation and facilitate timely completion of activities and deliverables to ensure alignment with the project’s work plan and budget
  • Manage staff and technical teams assigned by the Country Director
  • Guide technical implementation for delivery of critical health commodity supply chain technical assistance that reflect the priorities of USAID, the Ministry of Health, and other stakeholders
  • With guidance from the Country Director, take ownership of the development and implementation of technical strategies to improve procurement, warehousing, and distribution approaches
  • Assist technical teams to develop or review scopes of work for local and expatriate short-term technical assistance (STTA). Manage the STTA mobilization process as required, this may include ensuring appropriate approvals or providing clarity to inquiries
  • Develop and implement risk mitigation strategies for procurement and logistics services
  • Comply with reporting requirements established by GHSC-PSM South Sudan and the Home Office
  • Assist with documenting project outputs and work with the Country Director to compile monthly and quarterly progress reports
  • Inspire stakeholders by showcasing project’s potential to influence South Sudan landscape towards an improved and integrated supply chain management system
  • Participate in other project activities as required

​Qualifications

  • Degree in Social Sciences, Public Health, Engineering, Pharmacy, Supply Chain Management or relevant field
  • Minimum 6 years providing technical leadership and oversight and reporting for USAID-funded programs, including health supply chain, such as managing commodities, warehousing and storage, or management information systems
  • Demonstrated track record of effective leadership in senior management positions and ability to create and support a culture of inclusiveness, learning, and delivering results
  • Proven ability to apply supply chain management best practices and innovations to donor-funded programs required
  • Experience working with family planning commodities preferred
  • Strong organizational skills and ability to work flexibly in a team-oriented, culturally diverse environment
  • Excellent interpersonal skills, sound judgement, and strong communication skills
  • Experience in a hardship post is an added advantage
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
