ABOUT THE ROLE
The Procurement and Contracts Manager will lead on the development and implementation of a strategic approach to ethical and sustainable procurement to enable proactive management of third-party spend to support human rights impact, increase value-for-money and reduce risk, adverse impact and complexity in the supply chain.
JOB PURPOSE
To provide a strategic, ethical procurement service to optimise value for money and drive procurement excellence across the International Secretariat (IS) to enable it to meet its strategic goals. To manage and administer major contracts for goods and services and associated legal, commercial, and reputational risks.
ABOUT YOU
To succeed in this role, you must have:
- Chartered Institute of Purchasing and Supply (CIPS) accreditation or equivalent professional qualifications or experience.
- Significant experience in leading organisational procurement strategy and processes.
- Experience of coordinating comprehensive tender processes including tender evaluation, and developing contracts, reports, and correspondence.
- Experience of reviewing contracts, contract drafting and basic knowledge of the principles of the UK law of contract.
- Experience of negotiating terms and conditions of complex contracts, and managing supplier performance and supply chains with a good knowledge of UK contract law
- Experience of supporting work in overseas office locations.
- Experience of managing projects, plans and budgets.
MAIN RESPONSIBILITIES:
- Provide organization-wide leadership in procurement and contract management, including developing and implementing a procurement strategy and best practice policies and procedures.
- Work in collaboration with Finance and budget holders to review key supplier relationships to manage performance and to identify cost savings.
- Manage the procurement of goods and services at the International Secretariat in compliance with best practice policies and procedures, in particular:
- direct staff to ensure the competitive selection of suppliers / most appropriate sourcing strategy
- lead the supplier selection process for higher value procurement
- ensure that procurement meets the organisation’s high ethical standards
- support staff at the IS overseas offices to implement standard procurement policies and contract management procedures.
- approach high value suppliers directly, as appropriate, to achieve cost savings or service delivery improvements.
- Present significant legal or commercial risks associated with procurement and contract management work to senior leadership for discussion and resolution.
- Work with colleagues to promote best practice processes
- Provide leadership in procurement across the Amnesty International Movement.
- Monitor major IS contracts and advise staff of key dates and key contractual events.
SKILLS AND EXPERIENCE:

- Ability to lead and motivate a small team, and to provide support and direction to the team’s work so as to deliver on an operational plan.
