RECOFTC is working to advance its mission through the use of innovative digital technologies for data, information and knowledge management and advanced business operating systems. RECOFTC is inviting candidates to apply for the position of Digital Development and Knowledge Management Manager. The contract is for 24 months subject to funding availability and satisfactory performance.
Specific tasks and duties
Reporting to the Director of Knowledge Management and Strategic Communication, the Digital Development and Knowledge Management Manager will design, develop and implement data, information and knowledge management systems, programs and initiatives across RECOFTC and in service of national, regional and international stakeholders.
Specific tasks and duties include:
- Collaborating across technical, geographic and institutional boundaries to design and deliver digital solutions to increase RECOFTC’s effectiveness, efficiency and value for money, as well as staff member collaboration and satisfaction
- Working with RECOFTC’s finance, business development, monitoring and evaluation, grants management and other experts and teams to assess needs and propose integrated business solutions
- Coordinating the design, development and implementation of leading-edge operating systems and tools for external and internal communication, finance, collaboration, e-learning, events and conferences, and other functions
- Managing change in systems and processes, and ensuring that procedures and guidelines are in place, understood, and adhered to
- Managing contracting for and the design, development and implementation of RECOFTC’s intranet, website, apps, databases, e-learning and other systems and tools for communication and knowledge management
- Designing effective data, information and knowledge management strategies, plans, activities and tools to document RECOFTC’s operations; capture data and information; and share information and knowledge assets with RECOFTC’s internal and external stakeholders
- Earning and building RECOFTC’s reputation and visibility as a knowledge hub and think tank dedicated to community forestry and participatory approaches to natural resource management
- Developing, supporting the implementation of, and monitoring RECOFTC’s data and information management and privacy policies
- Building a culture of information and knowledge management throughout the organization and the human and technological capacity to effectively manage data, information and knowledge at all levels
- Introducing and supporting the development of communities of practice and application of knowledge management activities such as after action review and peer assist
- Preparing inputs, including priorities and budgets, for the annual work program in relation to digital technologies and data, information and knowledge management
- Determining the need for and overseeing testing and evaluation of new products and technologies
- Ensuring proper inventory control and asset management of information technology systems and equipment
- Supervising and mentoring RECOFTC’s information technology, library and e-learning staff members, consultants and interns
- Ensuring social inclusion and gender equity are integrated into KM and IT activities
- Ensuring RECOFTC’s Policies and Procedures, Code of Conduct, and Gender Policy are followed
- Performing other duties as assigned by the Director of Knowledge Management and Strategic Communication Unit
Qualifications and experience
Essential
- University degree in digital data and information systems, geospatial technology, knowledge management or related fields
- A minimum of 10 years’ progressively responsible professional experience in the design and implementation of digital solutions, including agile methodologies
- Ability to think strategically and innovatively about the role of digital technologies in achieving RECOFTC’s mission, in particular leveraging on data and knowledge management
- Experience in budgeting, work planning, performance management and reporting
- Knowledge of leading communication and information systems for complex organisational environments that across geographically dispersed locations and culturally diverse teams
- Change management experience
- Strong client orientation and ability to engage clients in designing solutions
- Ability to nurture and maintain trusting respectful relationships
- Excellent communication skills
- Excellent English language speaking and writing skills
Desired
- Strong understanding of digital connectivity and interdependency with platforms and digital applications and services
- Experience in design thinking
- Experience managing staff members and consultants
- Experience developing, implementing, and monitoring data and information management and privacy policies
- Experience with Microsoft 365 and its suite of solutions
- Experience designing Microsoft SharePoint information architecture
- Experience designing systems and tools to support monitoring and evaluation
- Experience design, implementing and supporting the effective use of an institutional intranet
- Experience developing and implementing digital applications including websites, Apps, databases, and interactive platforms involving spatial information
- Experiencing in change management
- Familiarity with Geographic Information Systems (GIS) and remote sensing
- Experience working in the Asia Pacific region
