MONITORING, EVALUATION & LEARNING (MEL) ADVISOR At Feed the Children

JOB PURPOSE

Tiwalere-III has an extensive and relatively complex MEL strategy aiming at documenting progress and impact of the project but also setting up the systems for monitoring adoption of optimum behaviors, the evolution of barriers, and different d feedback mechanisms to help define, adjust and increase the impact of the project.

The MEL Advisor will provide high-level technical guidance and oversight of all program monitoring and reporting in Tiwalere III while working with stakeholders including implementers and Mission staff providing oversight of monitoring functions, such as the creation of performance indicators, development of activity and project Monitoring and Evaluation (M&E) plans, setting of targets, collection of program data, assessment of data quality, analyses of data, reporting, and measurement of impact.

SPECIFIC RESPONSIBILITIES

• Work with Chief of Party (COP), the Technical Advisors and the Cluster Coordinators to ensure that monitoring information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in-country.
• Oversee the baseline-midline-endline and final evaluation process ensuring that the methodology, sampling, and collection tools meet the expected standards,
• Oversee the development and set up of sentinel sites monitoring on the adoption of optimum behaviors and evolution of barriers and other Rapid Feedback Monitoring System (RFMS) indicators,
• Oversee the gender progress and community indicators processes
• Regularly review data collection processes, perform data quality assessments and adjust as needed.
• Prepare, review or update the MEL section of the annual work plans as needed.
• Participate and provide input to program strategy, including necessary adjustments or refinements to the work plan.
• Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper monitoring of project activities.
• Provide direct coaching and reinforcing capacity of all staff under MEL section.

REQUIRED QUALIFICATIONS, KNOWLEDGE, SKILLS & ABILITIES

• Master’s degree in international development, economics, statistics, research methods, social science, or a related field.
• At least 9 (nine) years of high-level experience in design and implementation of performance monitoring as well as performance and/or impact evaluation, analyses, and assessments of large and/or complex development projects including USAID projects.
• Must have demonstrated success and experience in monitoring results and indicators of service quality (such as education quality), learning outcomes, access, retention, and community engagement.
• Demonstrated experience developing performance indicators, assessing and tracking data quality, data management, and/or training in performance management topics.
• Demonstrated experience training/facilitating workshops with several types of stakeholders on M&E topics; proven ability to distill complex information down to useable and understandable information for stakeholders.
• Experience developing and implementing performance monitoring plans.
• Strong knowledge of USAID rules and regulations around M&E and familiarity with USAID’s approach to project management.
• Exceptional technical skills in data management, MEL, survey design, mapping and/or assessment required.
• Exceptional skills in Excel, Word, and other Microsoft Office software and data analysis software, such as SPSS or Stata.
• Effective communication and interpersonal skills and ability.
• Must be professionally proficient and fluent in written and spoken English.
