CONTEXT

The Operational Center Brussels (OCB) People Development Hub provides Learning & Development support to people, projects, missions & departments that build capacity and capabilities to meet MSF operational needs. The most recent OCB operational strategy (2020-2023), and the HR Department strategic focus areas, together with immediate operational needs, dictate the focus for learning & development in the field for the coming years. The notion of 10% learning takes place during classic learning events, 20% between peers and 70% on-the-job is the challenge and the opportunity for our unit.

The Learning Officer (LO) is responsible for identifying and analyzing learning needs, designing, developing, implementing and evaluating the learning solutions which constitute OCB’s learning offer. He/she is responsible for the pedagogical soundness and quality of the learning solutions of the Department under their responsibility.

The HR Learning Officer focuses on the HR Department, with a strong collaboration, synergy and coherence with other departments, team-work and transversal skills. He/she works with OCB’s HR department as a key contributor for defining the learning offer linked to existing career paths. He/she will contribute to the overall L&D strategy and ensure that the HR department’s L&D strategy is aligned with it.

He/she works under the direct reporting responsibility of the Learning and Development Team Leader and in close collaboration and ongoing/continuous interaction with the other Team members and internal stakeholders (support team, contributors and beneficiaries) involved in the projects he/she initiates.

RESPONSIBILITIES

  1. Needs Analysis

· Analyse and define the HR competencies and skills needed to be acquired along the HR Chain together with HR Department and Ops department. This includes an understanding of the learning environment and an analysis of the competencies/skills to be acquired in specific professional situations and in line with the professional development path.

· Assess the required level of skills/competencies/knowledge needed at each level of the HR chain.

· Prioritise needs with key stakeholders and ensure that the offer proposed does not exceed the agreed budget.

  1. Coordinate the design, development, monitoring and evaluation of HR Learning Solutions

· Define learning objectives and target group with HR stakeholders.

· Co-create the design of the HR learning solutions and develop pedagogically sound blended learning opportunities.

· Develop the overall budget for HR learning solutions and ensure follow-up for each project (check invoices and validate expenses)

· Identify and supervise course trainers, experts and facilitators. Ensure pedagogical coherence between objectives and trainers methods.

· Act as co-facilitator if needed.

· Monitor and evaluate outcome/impact and share the analysis with the L&D/Learning solutions team.

  1. Internal Collaboration

· Act as the HR Dept. learning focal point and contribute to the overall L&D strategy

· Define objectives for, as well as supervise and evaluate, HR Support staff hired for bigger HR projects.

· Participate in the HR communities of practice.

· Collect and provide learning information to the department and field when needed/requested

· Report to his/her line manager and to his/her department on tasks’ progress.

· Participate in L&D meetings and to other meetings when needed.

· Liaise with counterparts from other departments, partner sections and OCs and ensure constructive collaborations.

  1. External Collaboration

· Assists the Support Services in filling contractual agreements with external actors (such as training operators, others OC’s, other institutions, etc.) following HR and HuB standards.

REQUIREMENTS

Education and experience

· Diploma in educational sciences/Pedagogy/Instructional Design (strong asset)

· Strong experience/expertise in Educational sciences/Pedagogy/Instructional Design (mandatory)

· MSF field/ HR Experience OR HR past professional experience in similar contexts as the ones in which MSF is active is a plus

CONDITIONS

· Expected starting date: 01/12/2021

· Contract type: Replacement contract of 6 months (with possible extension)

· Location: Preferably based in Brussels, possibility to be based in another Operational Center. The final outcome depends on local legal limitations (residency, work permit, etc.).

· The contractual terms and conditions will be established according to the place of work and in respect of MSF standard function and salary grids, taking into consideration past experience.
