The Opportunity
Save the Children seeks a Project Director for a USAID-funded education program “Education in Emergency: A Bridge to Development and Resilience” in the South of Yemen (Aden and Lahj Governorates). The goal of the $8.1m, five-year project is to strengthen and institutionalize Non-Formal Education (NFE) programs as a viable pathway for out of school children, allowing them to resume their education. The program will be primarily based on the new Accelerated Learning Program (ALP) curriculum, using conflict-sensitive education (CSE) approaches, for a transitional intensive period that will allow children to catch up with their age-appropriate education, before enrolling or re-enrolling in formal education. The project is now in an NCE phase, (year 4), which will then be followed by a CE phase, (year 5), which included a top-up of 1 million. The project for the first three years was implemented in partnership with a national NGO, but has now changed in Y4 to be SCI delivery only. This has also resulted in expansion of the SCI team.
Building on accomplishments and lessons learnt during the past three years of the project’s life, the Project Director will be responsible for providing technical leadership and overall management direction for the project. S/he is also responsible for project inputs, program strategy, reports, external representation and coordination with project counterparts including, USAID, Government authorities of Yemen, other donors within the sector and other programs as necessary. The Project Director is ultimately responsible for the achievement of the agreed results and the oversight of project activities which will meet the stated objectives of the project.

QUALIFICATIONS, EXPERIENCE AND SKILLS
Education
* A Master’s degree or equivalent experience in development, humanitarian response, Education or related field is required
* Training in education is preferred, with a specialty in accelerated learning program (ALPs) curriculums in non-formal education (NFE) settings, conflict-sensitive education (CSE) approaches or other relevant field a distinct advantage
Experience
* At least 5-7 years of demonstrated excellence in senior level program management in a humanitarian/emergency context.
* At least 5 years demonstrated technical and management experience in education; prior experience managing multi-million-dollar complex projects is preferred.
* Technical and/or management experience in education with an emphasis on CSE approaches and ALPs is preferred.
* Experience in staff supervision, managing staff performance, and capacity building to realise program objectives.
* Significant experience of NGO project cycle management, including budget management and establishing robust implementation and monitoring systems at field level.
* Experience in institutional capacity building of government counterparts at the national and/or local level is preferred.
* Strong working familiarity with US government regulations and policies; prior experience with USAID is a plus.
* Prior experience living and working in conflict or emergency settings.
Skills
* Excellent organizational and analytical skills;
* Ability to identify, address and resolve communication issues within the activity and with external stakeholders is required;
* Demonstrated problem solving skills, a collaborative and flexible manner, creativity and willingness to innovate;
* Financial management and reporting skills, including monitoring of budgets at activity level;
* Ability to establish and maintain collaborative working relationships with USAID/Yemen host government partners at the national and district levels, and personnel within the activity is required;
* Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations, and within a matrix management structure;
* Proven track record of effective and convincing negotiation skills is preferred;
* Fluent oral and strong analytical, written English communications skills is required; Arabic language is desirable;
* Flexibility and the ability to effectively adjust expectations to on-the ground realities, while adhering to humanitarian principles and standards.
