Program Director, Mexico At HIAS

Position Summary:

HIAS seeks a Director of Programs to oversee and direct all programs, including emergency response programs, in Mexico. Bringing significant experience overseeing legal protection, mental health and psychosocial support, and/or gender-based violence prevention (GBV) and response programs, s/he will oversee all program and technical managers and will report directly to the Country Director.

Essential Functions:

Program Management

  • Oversees all program design, planning and implementation of HIAS Mexico programs, in close coordination with the Country Director and direct reports, including Technical and Operations teams, whether in country, regionally-based, or in HIAS HQ.
  • Ensures program implementation is high quality, responsive to local communities and is consistent with HIAS program guidelines, principles, values, and strategic plan.
  • Ensures the submission of all internal, partner and donor reporting and proposals, working closely with Technical, Finance, and Development teams.
  • Maintains oversight of all program budgets, together with national, regional and HQ finance teams, ensuring appropriate allocation of resources to meet program objectives.
  • Works closely with Finance and other departments to ensure budget planning, spending and execution.
  • Coordinates with appropriate staff, including the Country Director, on safety, security and other critical developments affecting the program delivery, ensuring efficient incident reporting and follow-up on any action points.
  • Leads proposal development work for Mexico in close coordination with CD, technical managers, and with relevant HQ and regional teams.

Donor Relations/Representation

  • Assists the Country Director in maintaining current and growing new, strong relationships with donors
  • Develops and maintains solid cooperation with partner organizations at the local and national levels, including NGOs, international agencies and bilateral donors.
  • Helps to identify and pursue funding opportunities from current and new donors.

HR Management

  • Coaches and mentors staff; fosters a positive work environment and compliance with HIAS’ Core Values, Code of Conduct and all policies and procedures for Mexico staff.
  • Supports the provision of training and learning opportunities in areas of core competency and priority.
  • Fosters an environment that promotes the disclosures of wrongdoing, without fear of retaliation in any form.
  • Maintains clear and open communication with employee(s) who make disclosures of wrongdoing, as permitted by HIAS policies and law, and communicates the resolution of the disclosure to the affected employee(s), where possible.

Qualifications and Requirements:

  • Graduate degree in Program Management; and or/ in a related field.
  • Oral and written fluency in both English and Spanish required.
  • A minimum of nine (9) years of experience with INGOs with at least five (2) years in an emergency response setting.
  • At least five (5) years of management experience, particularly with large teams and overall program oversight.
  • Excellent interpersonal, written and oral communication skills.
  • · Understanding of security / emergency management in humanitarian organization settings.
  • Commitment to HIAS values and mission.
  • Ability to travel throughout Mexico and internationally, as required.
