The Position
This position, reporting to the CIO, is to guide Mercy Corps through the platform selection process for a new enterprise system that will replace existing legacy applications and manual processes for all aspects of the MC Value Chain. This includes all aspects of fundraising, customer relationship management, proposal development and other business activities to be determined. The position will end at the end of June 2022.
They will analyze the business and information needs of cross-functional areas of the organization, in order to develop solutions (primarily software based) to business and related technology problems. Identify and communicates business and technical specifications based on business needs, industry best practices and available technology. Manage business application product lifecycle from strategic planning to tactical activities. Manage projects as required.
Essential Responsibilities
- On an ongoing basis, examine existing business models and the flows of data in the business.
- Review findings with users and stakeholders
- Identify options for potential solutions and assess them for both technical and business suitability
- Define appropriately improved IT solutions
- Collaborate with the Business Applications Manager and others, as required, to develop a roadmap and implementation plan for software-based improvements
- Work closely with developers and a variety of end users to ensure technical compatibility and user satisfaction
- Create or facilitate writing of user documentation
- Create or facilitate training to users of new systems, including Help Desk, as part of user support
- Conduct post-implementation assessments of new or improved solutions on a periodic basis

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
- Bachelor’s degree in information systems, Business, Social Sciences, or other technical/analytical field or equivalent work experience.
- 3+ years’ experience in project management and business analysis
- Project Management certification preferred (PMP, PRINCE2, PMD PRO)
- Experience in an IT or software development environment highly beneficial
- Knowledge of business process modeling, with an understanding of business processes, especially in Program Operations (procurement, administration, and logistics in the field)
- Experience working in humanitarian development organization preferred

Living Conditions / Environmental Conditions
This position is based in Portland, Oregon. Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
