Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

IOM Chad implements several Displacement Tracking Matrix (DTM) activities including Flow Monitoring Points, Mobility Tracking, Surveys and research, and ad hoc registration. In the Lake Province, the main humanitarian setting Province in Chad, DTM components implemented are Mobility tracking (Site and village assessments, and Emergency Tracking Tool, Stability Index), return intention surveys and ad hoc registration. With all its implemented activities, DTM Chad is the main source of mobility information in this Province and in the country in general. In the coming weeks, the DTM Chad unit will implement many activities in the Lake Province and will need support. Hence the need of a DTM field support.

Under the direct supervision of the DTM Chad Coordinator, and in close coordination with the Head of Sub Office in Bagasola, the DTM Field support will be responsible of assisting with the planning, coordination, supervision and implementation of DTM activities in the Lake Province which are funded by various donors. The Field Coordinator will be responsible of ensuring the positioning of DTM in the Lake Province, by closely liaising with local authorities, humanitarian partners and other stakeholders, in particular by coordinating the population’s movements working group. The Field Coordinator will also be supporting the implementation of other non-related DTM projects in the Province, in close coordination with their related projects managers and the Head of Sub Office in Bagasola.

IOM Chad humanitarian activities in the Lake Province are implemented from the sub office of Bagasola. A sub office is at Bol, the Lake province’s capital.

Core Functions / Responsibilities:

  1. In collaboration with the DTM Coordinator, review and improve existing DTM mechanisms in the Lake Province, including mobility tracking, site and village assessments, Emergency Tracking, Return Intention Survey (RIS), stability index and other information gathering systems.
  2. Supervise DTM and implementing partners’ staff and provide guidance ensuring compliance with DTM standards.
  3. Supervise DTM data collection activities in the Lake Province, including and not limited to site and village assessments rounds, Emergency Tracking, Return Intension Survey (RIS), Stability index, by ensuring timely implementation and data quality control
  4. Closely liaise with local authorities, humanitarian partners and other key stakeholders in the Lake Province, via coordination forums and bilateral meetings, in order to strengthen the understanding of DTM activities by partners and involvement of key stakeholders in DTM activities. Ensure the presentation of the DTM key findings to partners through coordination forums and bilateral meetings
  5. Coordinate the populations movements working group (a working group of the CampCoordination and Camp Management (CCCM) Cluster), which is composed of humanitarian partners in the Province to discuss displacement data matters. This includes (and not limited to), organizing the working group meetings, ensuring the sharing and consolidation of displacement alerts in the group via the DTM’s Emergency Tracking Tool, representing the working group in other forums such as the Provincial Inter Cluster Coordination forum.
  6. Actively participate in coordination forums in the Lake Province, especially the CCCM Cluster,Inter Cluster Coordination and the general Coordination forum
  7. Facilitate DTM findings dissemination in the Lake Province, to local authorities, humanitarian partners and other stakeholders. Track and follow up with stakeholders on actions/responses undertaken in the Lake Province following DTM findings.
  8. Travel regularly to field locations to provide technical support to data collection teams. Organize appropriate capacity-building activities on topics related to DTM
  9. Support as required, the implementation of other non-related DTM activities in the LakeProvince (such as beneficiaries fixings, NFI distribution, WASH assistance, etc.) in coordination with the Head of Sub Office at Bagasola and indicated projects managers.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Management, Demography, International Relations, Humanitarian Assistance or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in DTM, emergency response in the field, crisis, post conflict and other displacement situations; Experience in coordination with authorities, humanitarian actors and other stakeholders in displacement situations;

• Experience in conducting capacity building on DTM methodologies and tools;• Working knowledge of DTM tool(s) and experience in the region.

Skills

• Knowledge of MS Office and data processing in Excel at least; knowledge of Kobo;

• Knowledge of IOM’s data protection guidelines.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge in Arabic language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
