Consortium Manager CAMEALEON At Norwegian Refugee Council

1. Role and responsibilities

The Cash Monitoring, Evaluation, Accountability and Learning Organizational Network (CAMEALEON) is an NGO-led consortium co-managed by the Norwegian Refugee Council, Oxfam and Solidarités International, providing support to the World Food Programme (WFP)’s Multi Purpose Cash (MPC) programme for Syrian refugees living in extreme poverty. It is part of an innovative donor/agency approach to delivering large scale assistance in Lebanon. CAMEALEON’s mandate is to conduct independent research and analysis to inform the MPC programme, as well as contribute to wider sectoral learning. The Consortium Manager is responsible for overseeing the implementation of CAMEALEON’s deliverables and the leadership of the secretariat team, which is comprised of staff employed by the three consortium members, as well as external representation. The Consortium Manager leads on external relations, including with the MPC Steering Committee donors; FCDO, the EU Madad Trust Fund, ECHO, the Norwegian Ministry of Foreign Affairs, and the German Federal Foreign Office, WFP, as well as partners and relevant cash actors in Lebanon and internationally. She/he leads on strategy and proposal development, grant and financial management and reporting, and reports to a CAMEALEON Board, comprised of the Country Directors of the three member agencies.

Generic responsibilities

  1. Ensuring delivery of the CAMEALEON’s objectives and accountability to consortium members and donors.
  2. Leads the coordination between CAMEALEON members and partners on a day-to-day basis as well as reporting to the CAMEALEON Board and MPC Steering Committee.
  3. Recruiting, hiring, and managing consortium-specific staff, consultants, and sub-contractors as needed to carry out activities.
  4. Line Management responsibility for staff as per summary table and others as necessary.
  5. Represent CAMEALEON with WFP, donors, Government Ministries, NGOs, build relationships and actively participate in the coordination of the Lebanon response.
  6. Develop and implement a multi-year strategy for CAMEALEON’s work.
  7. Develop project proposals in collaboration with relevant consortium member staff and coordinate input for reporting to donors.
  8. Develop communication, dissemination and influencing plans and opportunities for CAMEALEON’s findings to inform advocacy initiatives.
  9. Accountable for compliance in relation to grant management and project cycle management processes.
  10. Responsible for quality control of donor applications and reports, for content and timeliness.
  11. Responsible for full grants and proposals management, including that all grant files are up to date and that copies are kept in the field and sent to HQ in a timely manner.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Under the guidance of the Consortium Board and reporting to the NRC Lebanon Head of Programmes, the Consortium Manager is responsible for the overall management and leadership of project.
  • Overseeing the overall programmatic and financial performance of the consortium, including project planning and budget follow-up;
  • Working closely with the CAMEALEON Board consisting of Country Directors of the consortium members, who oversee the strategic direction of the project;
  • Engage with related policy and advocacy work to advance the objectives of the consortium and represent the consortium in external fora and coordination meetings.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

· Board: consortium members’ senior management staff

· Technical Working Group: Consortium members’ technical staff

· Lead / host agency (NRC) staff: Heads of Programme, Programme Support Unit and Support; Finance Manager; Area Managers and Area Support Staff, Communications and Advocacy

· External: WFP, CAMEALEON partners, donors, the Lebanon Humanitarian INGO Forum, the Basic Assistance Working Group, CaLP, and other relevant cash actors.

2. Competencies

Generic professional competencies for this position:

  • Minimum 4 years’ senior project management position working in consortia, partnerships or equivalent structures, with responsibility for programming in a humanitarian/protracted crisis or development context.
  • Demonstrable experience in communication, influencing people, diplomacy and negotiation.
  • Demonstrable expertise in advocacy and influencing policy making.
  • Experience in organizational representation at national or international levels.
  • Demonstrable specific expertise in monitoring and evaluation, ideally in third party monitoring.
  • Expertise in cash based assistance / programming.
  • Demonstrable specific expertise in monitoring and evaluation of cash based programming is a distinct advantage.
  • Experience of working with the EU, FCDO and other European donors.
  • Experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
  • Valid driver’s license.
