Senior Officer, Program Monitoring & Evaluation At Medic Mobile

Reporting to the Director of Delivery, the Senior Officer will work to successfully measure the impact of Medic’s programmatic work, including deployments of the Community Health Toolkit and work cross-functionally to ensure quality and impact. The Data Officer will provide cross-cutting support to the M&E activities for Medic projects, but with a particular focus on our priority sites in Kenya, Uganda, Malawi, Mali, and Nepal. S/he will be a strong, technical contributor, capable of setting up data systems and running independent analyses, and will also be excited to engage on M&E strategy development by:

  • Developing programmatic M&E strategy in alignment with Director and Chief Program Officer
  • Managing data flows for M&E across the CHT, Salesforce, and other associated databases,
  • Generating M&E reports for internal learning
  • Lead on M&E components of quarterly and annual reporting processes within Medic and in collaboration with technical partners

The Senior Officer will also support indicator design, routine data quality assessment, program evaluation design, and data collection work associated with these programs. S/he will work closely with the Director, members of the Programs, Product & Research teams, with a focus on data flows for monitoring and evaluation, as well as data visualization and engagement. At a Senior level, this role will also contribute to discussions on data privacy and responsible data practices in collaboration with the Data Protection Officer.

Key Responsibilities

Data Monitoring & Reporting (30%)

  • Refine existing data flows for monitoring & evaluation in collaboration with our Data Engineer and members of the Programs & Product team
  • Assist Programs teammates in monitoring set-up and quality assurance activities
  • Support and lead monitoring & evaluation reporting for internal and external stakeholders
  • Assist project managers in communicating about our data to internal and external stakeholders
  • Support the M&E team in collecting success stories and narratives to complement data collected, ie. mixed methods M&E

Data Analysis & Data Quality (30%)

  • Carry out detailed monthly data reviews and share findings with M&E team
  • Facilitate collaboration with project managers to use data trends to inform program implementation and QA activities
  • Conduct additional analyses in support of understanding program performance and opportunities for improvement
  • Collaborate with members of the Programs team leadership to track progress on goals and inform implementation strategy using monitoring data
  • Support and eventually own quarterly reporting processes for external reporting

Systems & Tool Development (25%)

  • Collaborate with App Services team on the development and maintenance of data visualization tools
  • Refine and improve data flows for monitoring and reporting in collaboration with Product and App Services teammates
  • Routine data pulls for bespoke analyses
  • Participate in routine data quality audits

Additional M&E responsibilities (15%)

  • Help develop program evaluation tools and structures for new and existing programs, including building tools and data collection processes, and providing feedback to organization and Programs team leadership on results to guide decision-making
  • Support data collection for ongoing studies in collaboration with Programs & Research
  • Facilitate planned program assessments, surveys and evaluations
  • Analyze data related to assessments, surveys and evaluations
  • Provide feedback from assessments, surveys and evaluations

Skills Knowledge and Expertise

  • Bachelor’s degree in social science, public health, statistics, or associated field, Senior level candidates will likely have a Master’s degree or higher
  • 5+ years of experience
  • Familiarity with SQL and other coding languages
  • Experience developing and supporting data visualizations for M&E, ideally using Superset, Klipfolio and/or Tableau
  • Experience generating descriptive statistics using a statistical analysis software (STATA, SPSS, R)
  • Understanding of standard principles for data collection, data management and analysis, including human subject protection and ethics
  • Experience collecting field data, public health data, and data via mobile tools such as tablets and smartphones
  • Experience with M&E for donor reporting is a strong plus!
