Chief of Party – USAID/Mozambique Monitoring Evaluation and Learning Activity At Forcier Consulting

Job Description: Forcier is actively seeking Chief of Party (COP) candidates for an anticipated five-year United States Agency for International Development (USAID) monitoring, evaluation, and learning (MEL) program in Mozambique. This position will work as part of a strong consortium including local Mozambican organizations. The anticipated USAID/Mozambique Monitoring, Evaluation and Learning (MEL) Activity will assist the Mission in planning, designing, conducting, disseminating, and learning from more rigorous monitoring and evaluation of development activities aligned to the Mission’s Country Development Cooperation Strategy and development objectives.

The COP will be responsible for the overall strategic direction of the Mozambique MEL program, as well as technical quality, and contract and budget compliance. S/he will bring deep technical experience leading complex monitoring and evaluation efforts, including capacity development in MEL topics and learning and adapting based on monitoring and evaluation results.

The COP will also bring experience facilitating learning and building relationships with a variety of stakeholders, including USAID, Government of Mozambique, academic institutions, private sector organizations and civil society organizations. The COP will have high political acumen and strong leadership and management skills, with experience leading multicultural teams and a variety of work streams simultaneously. S/he must be an inclusive leader, who can navigate change with flexibility and emotional resilience. The ideal candidate will have demonstrated experience achieving results, with strong strategic vision and an understanding of systems approaches to development programming. S/he will understand how to foster a culture of continuous improvement and learning and will maintain high self-awareness and personal improvement skills.

The position will be full-time and be based in Maputo, with travel throughout the country. The position is open to international candidates but Mozambican citizens are preferred.

The COP will lead the Mozambique MEL program, providing technical expertise and guidance while supervising both international and national staff and consultants. The COP will be the primary point of contact with USAID staff, including the Contracting Officer and Contracting Officer’s Representation (CO/COR)

Daily tasks:

  • Provide technical and operational oversight to all aspects of the program, ensuring activities and deliverables are executed with quality and within time and budget requirements.
  • Oversee internal management of the project including budget, procurement and security; oversee all necessary reporting requirements
  • Manage the Forcier team, and as appropriate subcontracting partners, providing technical guidance and supervisory direction for staff and consultants and facilitating collaborative and open exchanges; provide backstopping of positions and deliverables when required
  • Establish and maintain highly collaborative working relationships with USAID/Mozambique and USAID/Washington as required, along with relevant in-country stakeholders
  • Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening in support of the journey to self-reliance
  • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned
  • Ensure that all activities are undertaken in full compliance with Forcier’s standard operating procedures, USAID policies and regulations, and local policies and laws.

Requirements

Education:

  • A graduate degree in a social science, economics, business administration, development studies, international relations, public administration or a related field

Requirements:

  • Minimum of ten (10) years of progressively increasing responsibility managing large comprehensive monitoring, evaluation and learning contracts of similar nature, size and complexity, preferably for USAID or other donors
  • Minimum of five (5) years of supervisory experience
  • Minimum of five (5) years of experience in monitoring and evaluation, program design, knowledge management and/or organizational capacity strengthening
  • Experience in Mozambique or the region

Required skills:

  • Prior experience as a Chief of Party, or project director leading complex USAID-funded projects, as well as managing sizeable USG-funded contracts and budgets strongly preferred
  • Experience managing complex relationships with a variety of stakeholders and ability to work with host-country governments at different levels and implementing partners required
  • Significant experience with USAID monitoring and evaluation policy and guidance required, including Collaborating, Learning and Adapting practices
  • Significant experience building MEL capacities of USAID staff, implementing partners, and government counterparts highly preferred
  • Familiarity with USAID/Mozambique Mission preferred
  • Excellent communication, both verbal and written English skills required
