The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
The GRC is currently seeking a Head of Office (m/f/d), Morocco
GRC supports the Moroccan Red Crescent Society (MRCS) in the implementation of a Forecast-based Financing project which integrated into the disaster management efforts of MRCS in Morocco. A second project on Epidemic Preparedness and Control is in the planning. Further funding opportunities are explored.
The position will be based in Rabat, Morocco, with frequent travels within the country. The overall line manager is the GRC country manager at Berlin HQ**.**
Duration: 01.01.2022 – 30.06.2023, 18 months (with possible extension)

Responsibilities and Tasks:
Representation/Partnership:
- Represent the German Red Cross to the MRCS and other partners in the Red Cross / Red Crescent Movement as well as national authorities and other relevant stakeholders;
- Represent the German Red Cross in Morocco vis-à-vis donors and potential partners as well as media;
- Actively maintain and further develop the well-established strategic partnership with MRCS.
Programme/Strategy
- Develop and steer GRC’s country strategy for Morocco; to identify and develop new project and partnership opportunities;
- Follow-up on sector-related and relevant political developments to steer the identification of new activities and develop project proposals for donor submission;
- In collaboration with GRC HQ, provide technical guidance and oversight to the Forecast-based Financing project in areas such as:
- Liaison and coordination with government authorities and other stakeholders
- Access to validated forecast data and development of forecast-based thresholds
- Development and testing of one Early Action Protocol
- Bringing in technical support from other experts / organizations such as the Red Cross Climate Centre as per needed
- Ensure setup of an M&E system, and communicate learnings from projects to relevant stakeholders within GRC and the Movement;
- Support MRCS in their planning and implementation of disaster response activities, including emergency operations.
Management, Finances and Compliance
- Ensure effective and qualitative management of all GRC activities and programmes in Morocco in accordance with approved plans and regulations;
- Ensure good management of all GRC-funded projects, including financial forecasting, spending analysis, project and budget amendments if/when needed, financial and narrative reporting, and monthly and annual closure of accounts;
- Ensure compliance of project implementation with GRC and donor procedures and regulations;
- Responsible for office management, including administration and filing; – Security and safety management of GRC team;
- Team management with a consistent approach in the fields of PSEA, diversity management and learning and development.
Required Skills:
Technical Experience
- At least 5 years experience in the field of emergency relief and/or development programs;
- Relevant experience in the field of Disaster Risk Reduction/Preparedness;
- Familiarity with Early Warning Early Action/Anticipatory Humanitarian Action is an advantage ;
- Experience in strategy development processes and organizational development;
- In-depth understanding of the humanitarian system (preferably RCRC movement);
- Proven administrative, financial and organisational understanding and skills;
- Proven experience in monitoring, evaluation and quality assurance;
- Working experience in the MENA region is an asset.
Management/Partnership
- At least 5 years of budget and project management experience
- Proven team management experience
- Proven representation skills
- Excellent communication and conflict resolution skills;
- Significant experience in working with local partners, including in an advisory and coaching role;
- Substantial experience in implementing donor-funded projects;
- Ability to work result-oriented, independently and as a team member.
Security/Language/ Personal skills
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles and the German Red Cross Code of Conduct;
- Oral and written fluency in English and French is needed, German and/or Arabic is an advantage;
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’;
- Cultural sensitivity, underpinned by substantial working experience outside of home country;
- Committed to prevent and combat any occurrence of bullying, intimidation, harassment, abuse and exploitation, including of sexual nature, in the workplace and with regards to recipients of aid;
- Valid International Driving Licence.
