Context:
The International Organization for Migration (IOM) Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is one of the 9 IOM Regional Offices (RO) that oversees and provides strategic and technical support to IOM activities within the region. Within the RO Bangkok structure, the Regional Resources Management Unit (RRMU) provides support to 40 IOM Country Offices (CO) within the region on budgeting, accounting, human resources, procurement and other administrative functions.
Under the overall guidance of the Regional Director (RD) for Asia and the Pacific, and under the direct supervision of the Senior Regional Resources Management Officer (SRRMO), the successful candidate will assist in providing resources management related support to the RO and CO within the Asia and the Pacific Region. They will also assist the SRRMO in overseeing the resources management functions related to the budget/projects implemented by the ROAP.
Core Functions / Responsibilities:
- In close coordination with the SRRMO, contribute to the development of relevant instructions,procedures and guidelines that complement and/or adapt the institutional instructions of IOM with regard to the regional resources management functions.
- Provide support in reviewing and monitoring the implementation of internal control systems inthe RO and CO in accordance with the Organization’s established policies and procedures, including prevention of fraud and mismanagement of resources.
- Check that the RO and CO in the region comply with relevant IOM rules and regulations inthe area of general administration, budgeting and finance.
- Assist the SSRMO with the review of the institutional documents, such as Compliance ControlSelf-Assessment Tool (CCSAT), Risk Register Matrix, Business Continuity Plan (BCP), Business Operating Strategy (BOS), ToRs and draft reports for the External Auditors.
- Provide first‐line support and guidance to the RO, as well as CO within the region with respect to IOM’s policies and procedures relating to resources management.
- Review budgets for new project proposals in close coordination with SRRMO, Chiefs of Mission (COMs)/Heads of Office, Resources Management Officers (RMO) and Regional Thematic Specialists (RTS).
- Undertake financial/budget analysis of projects managed by the RO Bangkok, analyze variances between budget, actual expenditures and project commitments.
- Assist the SRRMO and Project Manager in the preparation of the new and annual budgets for the RO, as well as CO in the region as necessary;
- Draft donor financial reports in accordance with IOM regulation and established procedures for specific budgets/projects managed by RO Bangkok and check compliance with donor requirements and timely submission to the relevant Headquarters (HQ) Divisions/Departments and/or Administrative Centres as appropriate.
- Inspect payroll versus budgets for the RO Bangkok, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
- Closely coordinate with relevant Divisions at HQ and the Administrative Centres to facilitate the provision of appropriate guidance and support to the CO.
- Report regularly and bring to the attention of the supervisor any relevant resources management related issue; suggest improvements and provide recommendations.
- Assist during internal and/or external auditing, if and when required.
- Assist in training activities in the region on IOM’s resource management policies and procedures.
- Provide general support to the team in absence of other colleagues in the Unit.
- Undertake periodic visits within the region to provide assistance on resource management matters.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Accounting, Commerce, Business Administration or a related discipline with two years of relevant work experience; or
• University degree in the above fields with four years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
• Experience in accounting, financial management, accounting and budgeting including familiarity with generally accepted accounting policy and procedures;
• Experience working in different countries;
• Experience using corporate IT systems and software.
Skills
• Knowledge of International Public-Sector Accounting Standards (IPSAS);
• Knowledge of SAP highly desirable;
• Demonstrated ability to manage multiple work assignments efficiently and effectively;
• In depth knowledge of the broad range of migration related subject areas dealt with by theOrganization;
• Knowledge of UN and bilateral donor programming;
• Knowledge of financial rules and regulations; and,
• Knowledge of International Public Sector Accounting Standards (IPSAS).
Languages
IOM’s official languages are English, French, and Spanish.
