Position within the Organization **
The Monitoring and Evaluation Officer will be a member of the Somali Programme Team that implements all of Interpeace’s active and ongoing programmes in Somalia and Somaliland. The Monitoring and Evaluation Officer will report to the Country Representative. The role-holder will also interact with Interpeace’s Somali programme team, coordinate with Interpeace’s Global D,M&E lead, and regularly engage other external stakeholders, especially in relation to current programmes. The incumbent will be expected to extensively travel to the programme locations.
Purpose and General Overview
The M&E Officer will provide technical leadership and oversight to Interpeace’s Somali programme, in particular monitoring, evaluation, and learning strategies and activities within the current and up-coming programmes. The role will involve developing and implementing M&E plans in support of programme activities such as workshops, dialogue forums, consultative sessions, research and analysis, producing reports and visual representations, provision of technical M&E advice, presenting and sharing programme learning and representation in external meetings. The M&E Officer will lead outcome harvesting exercises, coordinate data collection for the base- and end-line surveys; provide training for Interpeace partners on M&E data collection tools, and manage day-to-day review and feedback of collected data. S/he will also ensure that learning from these activities is translated into effective advocacy, including the production of policy papers and learning events from the programme’s dialogue and forum sessions. This post will be based in Interpeace’s office in Mogadishu and will involve a significant amount of travel.
Duties and responsibilities
Implementing Monitoring and Evaluation (M&E) activities:
· Develop a solid M&E understanding of the Somali programme’s overall engagement strategies.
· Develop and enhance the Somali programme’s M&E system and develop relevant data collection tools in close collaboration with the Somali programme team and the Global DMEL team.
· Build and strengthen the capacity of all Somali programme staff on general monitoring and evaluation approaches, practises and tools.
· Implement the Somali programme monitoring and evaluation plan.
· Lead and coordinate site visits to ensure complete and accurate data collection and reporting for all the programmes in Somalia and Somaliland.
· Collect and collate lessons learned, success stories, positive impacts, achievements, and case studies to be shared internally and externally by the Somali programme.
· Lead, guides internal reflections on programme progress, review programme strategy and refine programme implementation.
· Participates actively in Somali programme’s planning to ensure that Interpeace’s change framework, Gender Practice Note or other internal M&E guidelines and frameworks are clearly reflected in the Somali programme implementation.
· Organize and facilitate training workshops on the M&E systems, data collection, outcome harvesting
· Represent Interpeace Somali programme, as requested, in meetings with authorities, donors, partners and project beneficiaries to share lessons learned, advocate policy recommendations, etc.
· Translate lessons-learned, both positive and negative and intended and unintended outcomes, into communication outputs for donors, partners, communities of practice, and the general public.
· Shares lessons learned within the Somali programme to increase knowledge transfer and effectiveness across the programme and with Interpeace’s partners and donors.
· Provide support for research activities within the programme and oversee implementation of baseline studies, rapid assessments and surveys.
Programme reporting:
· Collects, compiles and consolidate M&E outputs to be included in the donor reports.
· Produces regular M&E reports focusing on monthly, quarterly and annual results and a comprehensive progress report on indicators and analysis allowing annual adjustment of activities based on performance achieved, the reporting formats, standards and procedures established in collaboration with the Somali programme team
· Documents lessons learned and good practices during the implementation of programme activities in Somalia and Somaliland.
Learning
· Lead, develop strategies for documenting and disseminating lessons learned, success stories and methodological innovations within Interpeace.
· Organize and facilitate regular reflective workshops and exercises within the Somali programme.
· Support review of written products including publications and donor reports to provide quality control for communicating about impacts and change.
· Lead the fostering of a learning and reflective atmosphere within the Somali programme team and the Somali partners. This will include accompanying the Somali programme team during the development of work plans for learning purpose as well as mobilization for face-to-face meetings between Somali partner organizations and their respective staff.
Designing new projects/programmes
· Organize and facilitate workshops to design results focused programming, including the development of results frameworks and theories of change.
· Develop logical frameworks for proposals and lead the writing of lessons learned and MEL sections of new proposals.
· Ensure the integration of lesson learned and best practices into new projects/programmes
The M&E Officer can be called upon to perform other duties required for the effective running of the Somali programme.
Qualifications:
Education
· University degree in Statistics, Economics, Mathematics, Information Technology, Demography, Social Sciences, International Relations, International Development or other related fields
Experience
- At least 3-5 years in the field of M& E, research, both quantitative and qualitative
- Experience with an international Non-Governmental Organisation would be an asset
· Experience in working in Somalia or Somaliland
· Experience in facilitating and liaising with international partners, government partners and NGOs
Competencies
· Strong writing and communications skills in English and Somali is required
- Ability to conduct interviews and interact with a wide range of people effectively and according to high ethical standards.
- Knowledge of peacebuilding, governance, gender and / or conflict transformation
- Advanced knowledge of the Somali context and Somaliland
- Excellent analytical, statistical and practical problem-solving skills
- Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints.
- Ability to work effectively remotely as a team member and with minimal supervision.
