Tetra Tech International Development Services (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a $44.9-49.9 million USAID-funded, Building Climate Resilience Activity in Honduras. The Activity is anticipated to be a five-year contract to strengthen the capacity of Honduran systems to withstand and respond to climate variability and change, thereby helping address underlying factors that contribute to irregular migration. The Activity will work to fulfill this purpose through three complementary objectives: 1) improve water resources management to foster growth and resilience in key sectors of the economy, such as agriculture and tourism, and to sustain basic services such as domestic water usage, 2) conserve critical ecosystems through engagement with the private sector, civil society, and national, regional, and local governments, and 3) manage climate risk by increasing disaster preparedness and strengthening Honduran systems to cope with extreme weather events.
Position Summary:
Working under the overall direction of the Deputy Chief of Party (COP) and in coordination and collaboration with project technical staff, the MEL Director will lead activities related to the development and implementation of the Activity MEL plan. This is expected to be a long-term position.
Responsibilities:
* Designing and operationalizing a monitoring, evaluation, and learning framework;
* Oversees the MEL Plan design and development, incorporating Collaborating, Learning, and Adapting (CLA) actions and reporting out to stakeholders;
* Supervises the work of all MEL staff on the project, including technical, management and operational staff, USAID, and other stakeholders throughout the process managing adaptively;
* Ensure compliance with all USAID and Tetra Tech rules and regulations;
* Manages information flows and maintains data validity;
* Ensures compliance of monitoring and evaluation activities with USAID processes and procedures.
Minimum Qualifications:
* Master’s degree (or a Bachelor’s degree with 15 years of experience) in a relevant discipline such as Social Science, Project Management, International Development, Monitoring and Evaluation, or another related field;
* A minimum of ten (10) years of demonstrated experience implementing monitoring and evaluating activities on complex environmental programs, including data analysis, interpretation, knowledge management, and designing and utilizing monitoring and evaluation tools and systems;
* Proven experience in computer knowledge on database software, including MS Excel, SPSS, and GIS;
* Prior experience working on development programs in Honduras or within the Central American context preferred;
* Excellent oral and written communication skills;
* Full professional proficiency in English and Spanish- Level III Interagency Language Roundtable (ILR) scale;
* Honduran nationals strongly encouraged to apply
