Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”
It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country and country cluster delegations throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners.
In Asia and the Pacific, the IFRC secretariat supports 38 National Societies, many of which have significant local and international capacities and resources in delivering the humanitarian services. The IFRC secretariat has 5 country cluster delegations (CCD) and 8 country delegations (CD) in the region.
The PMER Manager will lead the Asia Pacific Regional PMER/IM Unit under the Partnership Resource Development (PRD) department based in Indonesia. A key role of the PMER/IM team is to provide sound management and co-leadership to ensure results-based planning and a monitoring and evaluation system that provides an evidence base of Federation performance, including relevance, efficiency, effectiveness, sustainability, and impact to enhance overall programme quality.

Job Purpose**
The overall purpose of this job is to promote a culture and oversee a practice of reliable monitoring, evaluation and reporting for the IFRC work in the Asia Pacific (AP) region to ensure quality humanitarian programming. The key purpose of this position holder is to lead the PMER Unit and IM capabilities across Asia Pacific. The position is part of a global PMER team based in the five regions and the IFRC HQ in Geneva.
This includes supporting the improvement of existing PMER and IM systems as well as developing and coordinating new systems and events within the IFRC and among its partners, building the capacity of IFRC Secretariat and National Societies in PMER, and promoting knowledge transfer. The position holder will ensure that PMER systems are in place at the Secretariat offices and National Societies (NS), are in line with the frameworks and guidelines on PMER, and that lessons and resources are adapted for use by the IFRC Secretariat and National Societies to build its capacity in applying new methodologies in future situations.
Specifically, the position holder will have overall responsibility and authority throughout Asia Pacific of the following files: 1) Federation-wide planning and reporting, 2) Programme design, 3) PMER, 4) Learning, and 5) Community Engagement and Accountability.
As part of the Partnership and Resource Development management team in Asia Pacific, the jobholder will coordinate within IFRC offices and NS in the Asia Pacific region to ensure accurate, thorough, and useful monitoring and reporting of programme and operation activities and impacts, both internally and externally. This includes particularly close collaboration with the regional programme managers, and NS PMER/operation focal points to ensure that the monitoring data is properly collected, verified and included in the reports for the programmes and operations, and also inform effective IFRC management and compliance with accountability standards in Asia Pacific. She/he will also lead on quality assurance and effective follow-up on overall PMER deliverables regionally, in close liaison with the PMER team in Geneva.
Job Duties and Responsibilities
Managerial
- Lead in managing 1) Federation-wide planning and reporting, 2) Programme design, 3) PMER, 4) Learning, and 5) Community Engagement and Accountability
- Coordinate and ensure quality assurance for PMER implementation and deliverables, capacity building, sharing, and learning of the Secretariat and different National Societies
- Act as technical manager for PMER focal point in IFRC country and country cluster delegations in Asia Pacific.
- Lead in the formulation and implementation of the AP PMER strategy and ensure that Senior Management is aware of/and briefed on further developments and initiatives affecting the team
- Ensure staff resources are effectively managed and developed within the PMER function in the regional office and across Asia Pacific teams, in compliance with IFRC guidelines, policies and procedures
- Lead PMER team to excel in their performance, achievement of their professional aspirations, and manage associated Human Resources functions
Planning
- Lead and give guidance to the global and regional planning process in Asia Pacific, liaising with the APRO Units, CCD and CDs
- Coordinate and provide guidance, liaising with the APRO Units, CCD and CDs, to ensure excellence and full institutionalization and ownership of a well-functioning planning, monitoring, reporting and evaluation function across all programmes and structures
- Facilitate an effective strategic and joint planning process from APRO leadership in collaboration with National Societies that leverages Federation-wide data and priorities within a multi-year approach
Monitoring
- Ensure oversight, compliance and proactive risk assessment of monitoring requirements across the region
- Facilitate peer guidance in implementation of monitoring systems to Secretariat and National Society staff in APRO and the field
- Collaborate with partners in setting up functional data management systems and processes, support the assessment processes and implement actions emanating from assessments in the region
- Participate in the development and maintenance of a system for archiving M&E guidelines, tools, data files, analysis files, reports and presentations for major activities taken
- Participate in reviewing existing M&E and management information systems of implementing partners and identifying where support is needed
Evaluation
- Coordinate and ensure oversight of Secretariat evaluations, ensuring timelines and ethical, upholding the criteria and standards as defined in the IFRC Framework for Evaluation. This includes TOR preparation for and the design and implementation of programme surveys (e.g., baselines), real-time evaluations (RTE), mid-term and end-line evaluations, case studies, as technical assistance needs arise; using a range of quantitative and qualitative methods and various participatory methodologies to monitor performance
- Guide baseline studies, case studies and ensure proper collection and analyses of data.
- Document processes and collection of implementation tools of programmes and operations**.**
- Ensure a proper accountability and coordinate, with other technical departments, mid-term reviews and evaluation of programme activities and ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences.
- Network and coordinate with other external PMER working groups and practitioners to 1) maximize the coordination and collaboration of data collection and efficient use of time and resources, and to reduce data collection duplication and the negative impact (assessment fatigue) among the target populations, 2) ensure that IFRC is kept up to date with contemporary issues and best practices related PMER, quality assurance and accountability
Reporting
- Ensure oversight, compliance and proactive risk assessment of reporting requirements across the region
- To lead and ensure quality assurance for IFRC reporting in AP, liaising with technical departments and offices
- Ensure that the reporting requirements are met, undertaking quality control and final editing for all plans/reports and appeals, ensuring that professional standards are adhered to and deadlines are met.
- To be responsible for posting all plans and appeal based and pledge-based reports related to APRO and sending out notifications of documents posted.
- To ensure timely collaboration with finance, partnership and budget holders of pledge related issues when required
- To ensure that the appeals and pledges database is kept up to date regarding all reports related to APRO
- Work closely with other Units in the APRO and field offices in support to editing final drafts of proposals together with partnership focal points before validation.
- Coordinate the development of a Federation-Wide Monitoring & Reporting System with standard systems and procedures to ensure credible, reliable, timely, and cost-effective monitoring data to inform ongoing management decisions, strategic planning, and uphold accountability.
Learning
- Provide oversight over development of a strong learning culture in IFRC through the MEL Senior Officer
- Ensure that lessons learned from programme PMER to improve future programme selection, design and implementation. This includes liaison with external organizations to identify and disseminate good PMER practices and contribute to knowledge sharing
- Support National Societies to engage in the collection and use of evidence that is shared across the global organization, promoting that reliable data is used for decision-making
- Assist APRO leadership in change management and decision-making based upon data and evidence.
- Ensure lessons learned from IFRC and other regions are implemented and integrated into programming. Liaise with other IFRC regions to share experiences and expertise.
Programme Quality
- Lead in the development and implementation of a programme design methodology that focuses on quality, participative, results-based approaches
- Ensure capacity building, mentoring and coaching of technical specialists at NSs in order to support program quality in line with global standards and key performance indicators
- Work with field leadership to ensure adoption of programme design methodologies at IFRC offices and national societies
- Through training and hands-on experiences, promote a culture of use of international best practices in Quality and Accountability in programme design and implementation (Core Humanitarian Standards, Sphere and companion manuals, etc.)
- Ensure adoption of Community Engagement and Accountability concepts into projects of IFRC and national societies.
Information Management
- Ensure systems are in place to collect and analyse information to provide an overview of ongoing development programming as well as emergencies to allow managers throughout the region to make better-informed decisions and ensure a more predictable approach to preparedness, early recovery and response
- Oversee the design and production of information products including maps, graphics, situation reports, humanitarian bulletins and website pieces
- Work closely with staff to ensure regional adoption of global IM tools and platforms
Effective matrix management
- Ensure effective coordination with regional office’s technical Units and PMER focal points to be involved in performing aforementioned tasks

Requirements
Education
- Educated to degree level and/or can demonstrate equivalent intellectual capacity
- Master’s degree in a relevant field is preferred
Experience
