1. Organization and Program Overview

The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that implements legal reform programs. ABA ROLI has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals and advance understanding of the law and rights of citizens by the public. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector (judges, prosecutors, public defense offices, mediation offices and national human rights institutions, investigators and police), civil society organizations, bar associations, legal aid organizations and lawyers, among others.

ABA ROLI is hiring a Program Manager to support two US Government funded programs in Sudan, one which focuses on supporting a new Sudanese constitution and the other which focuses on preventing and responding to sexual and gender-based violence in Sudan. ABA ROLI works in partnership with several Sudanese and international organizations on these programs.

The Constitutional project aims to support the Sudanese people in their sovereign pursuit of a new Constitution that will serve as a true social contract for a liberal and democratic Sudan. The program will achieve this goal by implementing activities that advance the following two objectives: (1) Bolster Sudanese stakeholders’ ability to design a participatory, inclusive, transparent and knowledge-driven Constitution making process; and (2) Support Sudanese stakeholders’ legal drafting efforts so that the Constitution’s drafts are consistent with comparative state of the art and international standards.

The project addressing gender-based violence (GBV) in Sudan will work with Sudanese civil society and justice sector actors to increase access to justice and holistic services for GBV survivors. The objectives of the program are to (1) Empower women led/women serving CSOs and women leaders with knowledge and skills to lead community driven initiatives to mitigate drivers of VE and prevent and respond to GBV; (2) To enhance GBV service providers’ capacity and collective accessibility to survivors in need of legal, psychological, medical, economic and reintegration services; and (3) To enhance the capacity of the Sudanese justice system to investigate, prosecute, and adjudicate GBV cases in a survivor-centered manner.

TERMS OF REFERENCE

The Program Manager will report directly to the ABA ROLI Country Director in Khartoum and will be responsible for program management, including oversight of ABA ROLI subgrantees in country. They will be responsible for one or both of the thematic program areas being implemented by ABA ROLI and should have the requisite competence to lead on either/both of these program areas. Their key responsibilities will include:

  • * Implement ABA ROLI activities in country, including: o Organizing/convening meetings, conferences, and training workshops;
  • Support and participate in program implementation including work plan development, planning and implementation of activities.
  • Lead the administrative tasks such as booking venues, making vendor payments, collecting receipts, and compiling activity expense reports for the Washington, DC office; –
  • Serve as the focal point with ABA ROLI sub-grantees, especially with respect to oversight and support of program implementation, administrative reporting and accounting by sub-grantees;
  • Conduct day-to-day coordination and act as liaison between ABA ROLI Washington and sub-grantees to ensure that sub-grantee reporting and all relevant administration of sub grantee implementation is on track with agreed targets and commitments; –
  • Conduct regular monitoring visits to the sub-grantee locations for timely oversight, guidance, training and coordination with consortium partners;
  • Prepare bi-weekly updates and consolidated monthly or quarterly reports for ABA ROLI Washington on overall program implementation;
  • Represent ABA ROLI at meetings with partners or donors, related to the project;
  • Perform other related duties as requested by the ABA ROLI Country Director

POSITION REQUIREMENTS

  • National or permanent resident of Sudan;
  • University graduate (LLB) in law or related field; (Master’s degree in international development or related field will be considered an advantage);
  • 5-7 years of relevant professional experience in program management/coordination with the NGO sector in Sudan;
  • Experience with financial program management/oversight;
  • Sound grasp of the current political and human rights situation in Sudan, specifically, the transition process, specialized institutions/mechanisms established, familiarity with key political/national issues to be addressed in the constitution making process, and knowledge of the civil society sector;
  • Strong research, writing and communication skills;
  • Excellent interpersonal skills;
  • Ability to organize and coordinate activities among several actors/partners;
