Operations Manager – Latin America and the Caribbean’s Regional Disaster Assistance Program Activity (RDAP) At Tetra Tech

Tetra Tech International Development Services is currently accepting expressions of interest from qualified candidates for an Operations Manager position on an anticipated USAID-funded Regional Disaster Assistance Program (RDAP) in Latin America and the Caribbean (LAC). RDAP’s primary objective is to build disaster management and risk reduction capacity to improve the ability of host nations and regional entities to effectively respond to disasters, reducing the human consequences of disasters and the need for U.S. government assistance. In LAC, USAID’s Bureau for Humanitarian Assistance (BHA) office provides support to risk management programs through its regional office in San Jose, Costa Rica.

Position Description: The Operations Manager ensures program responsiveness and efficiency by providing comprehensive day to day support to all HO and field-based activities, to include but not limited to HR, finance, procurement, staffing, logistics, IT/comms, security, etc. Works closely with Senior Leadership to develop, analyze, and strategize program goals, and policy and procedures to ensure safe, cost effective and compliant solutions while maintaining program efficiency. Assures operational readiness for emergency or humanitarian response activities, including the provision of logistical and procurement support in complex and remote locations.

Responsibilities: * Manage and oversee project finance, procurement, logistics, human resources/recruitment and administration across full program portfolio of activities and locations.
* Ensure compliance with contractual obligations and deliverables in line with USAID regulations and Tetra Tech’s policies and procedures.
* Establish and implement procedures for project financial management, procurement, sub-contracts, staff roster activation, and consultant contracts to ensure transparency and good business practices.
* Work with the Chief of Party and technical staff to ensure that plans are aligned with the budget and that financial management and reporting is in compliance with USAID requirements.
* Manage project start-up and oversee project close out activities and protocols.
* Develop monthly, quarterly, and annual financial reports. Qualifications:
* Undergraduate or advanced degree and/or certification in finance and/or administration or related field.
* Minimum eight years of experience leading operations, finance and administration for programming of comparable size and scope; direct experience in operational support for humanitarian and emergency response programming highly desired.
*Demonstrated experience working in conflict-affected or disaster prone contexts across the LAC region a plus
* Knowledge of USAID financial and contractual rules and regulations, including AIDAR and the FAR.
* Proven ability to manage and monitor diverse staff and subcontractors across multi-country and/or regional programs.
* Exceptional organizational skills and attention to detail.
* Proven capacity to take initiative and willingness to learn new skills as needed.
* Proficiency with Microsoft Office Suite and QuickBooks.
* Fluent Spanish required, fluent English strongly preferred.**
