JOB CONTEXT :
Over four decades of conflict have had a severe impact on the country. Afghanistan is going through a turbulent period, since NATO and US military interventions in 2001 removed the Taliban from power. During 2021, after a very intense fighting period between April 2021 until August 15th, the Taliban took over the capital city of Kabul and the President Ashraf Ghani resigned, handing over the Government to the Islamic Emirate of Afghanistan.
It is not clear how the context will evolve.
Handicap International in Afghanistan currently operates projects both with partners and directly, these are managed by about 250 national staff in five locations, three bases (Kandahar, Nimroz, Kunduz and Herat) and Kabul main office and recently began to work in Nimroz with remote management from Kandahar.

YOUR MISSION:
The Support Services Coordinator (SSC) will be in charge to ensure all deliverables related to shared services (HR, Logistics and finance) are timely delivered and are compliant with donors’ requirements, national legal framework and HI regulations. SSC will provide in-depth capacity building (Capital office and bases) in order to develop the skills and the autonomy of his team, this includes on-the-job training and, if necessary, identifying external resources capable of providing dedicated training. Furthermore. SSC will actively participate to the deployment of the new HR set-up (Roots HI Organisation Transformation process within the Programme in close collaboration with Country Director and HQ advisors, indeed, HI is transitioning globally its management structure, from a single Support Service Coordinator position responsible for Finance, Logistics and HR
Manage the support services department (HR, Finance, administration and logistics) in Afghanistan
Sub-responsibilities:
• Supervise and assess support service managers
• Provide guidance and capacity building to support service managers in order to improve their autonomy
• Ensure a good dynamic and coordination between the 3 departments (finance, HR and Logistics) and operations
• Develop and review annual action plans of each department
• Ensure an efficient communication between support service department and operation team
• Take over the direct management of a support service department when the concerned manager is on leave
Ensure compliance of internal policies (HR, administration finance and logistics) with national legal framework, donors’ requirements and HI network regulations
Sub-responsibilities:
• Ensure HR policies are up to date and compliant with national legislation, donors’ requirements and HI regulations
• Ensure that financial authorisation procedure and procurement procedures are updated on a regular basis and are well implemented
• Ensure all procurements (including consultancies) are compliant with HI procurement procedures
• Ensure internal policies are understood, known and applied by all HI staff and stakeholders
• Ensure that national and international staffs are managed in compliance with dedicated HR policies (general and specific term and conditions of employment, recruitment policy, etc.)
• Supervise, in close collaboration with HR manager, the preparation of the monthly payroll and ensure that internal regulations are respected,
• Communicate with other SSC from other INGOs working in Afghanistan to better understand the national legal framework
Ensure that deliverables (administrative, financial, project) are of high quality and provided on time to relevant parties (donors, local and national authorities, head office, etc.)
Sub-responsibilities:
• Ensure deliverables to be submitted to HQ are of high quality and are delivered before the required deadlines (monthly, half year and year end accounting closure, annual budget and its revision, monthly treasury request, HR reports, inventory, etc.)
• Ensure financial reports are compliant with donors’ requirement and are timely submitted
• Ensure that partnership agreements are accurate, update and compliant with HI regulations
• Analyse donors’ budget guidelines and actively participate in the development of project proposals’ budget
• Supervise the respect of the internal financial deadlines.
• Supervise, in close collaboration with finance manager, the preparation of the monthly budget follow-up and ensure that concerned staff actively participates to this process
Participation to the development of the new HR set-up **
Sub-responsibilities:
• Provide in-depth analysis of Afghanistan Programme (HR, administration, finance and logistics) in order to facilitate the understanding of the program
• Supervise the production and update of a remuneration policy (revised salary scale, job description, job weighing, etc.) in regards with HI new HR organization (Roots)
• Contribute to the definition of the strategy in these 4 areas (HR, administration, finance and logistics)
• Ensure SMART individual action plan exists for the managers and that they are appraised regularly
• Recommend necessary training and ensure that is it implemented
• Continuously develop the skills of the team to address the need to implement the ROOTS
• Provide mentoring to the future regional managers
YOUR PROFILE :
· You hold a University level degree in economy, management, finance or business administration
· You have a minimum of 5 years’ experience in administration and finance
· You have a minimum experience of 2 years in coordination and team management
· You have an excellent knowledge of Project cycle management and knowledge management
· You are a strong self-manager with a proven ability to prioritize tasks and excellent time management

· Salary from 2750 € gross/month upon experience
· Perdiem : 452 € net/month – paid in the field
· Hardship : 500 € net/month paid with your salary
· Paid leaves : 25 days per year;
· R&R : A special system of R&R is in place with time for rest out of the country of 5 days every 6 weeks.
