General Description of the Programme:
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.
GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.
Duties, objectives and competencies
M&E concept
- Understand the basic monitoring and evaluation concepts and the purpose of M&E
- Possess knowledge of indicators and their measurement in the different sectors of relevance
- Understand the concept of participatory monitoring, evaluation, accountability, learning and needs assessment
MEL System
- Develop data collection tools, and increasingly support in the design of assessments, evaluations, logical frameworks, and sampling methodologies
- Can effectively use data collection tools to gather qualitative and quantitative data at different levels: facility, community.
- Ensure data entry using an electronic database
- Can develop simple data collection tools based on monitoring indicators
- Train data collectors in basic principles of data collection
Data Quality management
- Understand the fundamental concepts of data quality
- Conduct on-site routine data quality audits at field and community levels, and provide data quality reports to the field team to improve data quality
- Knowledge of tactics for assessing the quality of collected data for indicators
- Manage tools and methods for assessing data quality for all indicators.
- Upload the monitoring tools to digital data collection platform (CommCare)
- Work with the MEL Data Reporting Analyst to ensure that locally stored databases are regularly updated and cleaned, including translations of text responses
Sampling
- Understand and apply the concept of ‘random sampling’ following instructions/guidelines of a manager
- Understand the difference between probability and non-probability sampling.
- Can develop sampling frame and carry out sampling following instructions (manager, guidelines) Develop sampling frame and draw samples
Qualitative techniques
- Understand the purpose, advantages and disadvantages of qualitative techniques for data collection
- Can conduct qualitative data collection activities
- Know how to develop and use key qualitative tools (observation checklists, guide for group discussion and interviews) for monitoring purpose
- Perform textual analysis and develop topical outlines (coding)
Quantitative techniques
- Understand the purpose, advantages and disadvantages of quantitative techniques for data collection
- Know the different interview techniques (structured/ semi structured)
- Know how to use structured questionnaires for monitoring purpose
Data analysis
- Understand principles of qualitative and quantitative data analysis
- Perform descriptive univariate and bivariate data analysis using Excel
- Interpret frequency tables, bi-variate cross tables, mean and median
- Synthesize quantitative and qualitative information for write up/reports
- Understand the difference between descriptive and inferential statistics
Techniques for presenting information
- Possess the skills to write narrative reports (needs assessment, monitoring reports) and executive summaries
- Possess basic data visualization skills (use of tables, graphs, to represent data and information)
- Communicate clearly findings of monitoring activities and reviews against targets set by the project
- Possess skills to use PowerPoint to share results of data analysis and monitoring
Work the MEL Data Reporting Analyst to ensure the submission of quarterly and final monitoring reports in all sectors
Requirements (essential)
- Bachelor’s degree in demographic studies, statistics, programming or other relevant field
- At least 2 years of experience in research/assessment/M&E including tool development, data analysis and report writing
- Experience and interest in handling and analysing data sets
- Proficiency with basic statistical techniques
- High degree of familiarity with digital data gathering software packages (CommCare, Kobo ToolBox, or similar), data visualization tools (Microsoft PowerBI, Tableau, or similar).
- Excellent computer skills (MS Word, and Excel)
- High level of professional proficiency in spoken and written English and Arabic
- Ability to write clear and effective assessment and monitoring reports in English
Requirements (desired)
- High degree of familiarity with data analysis software (Stata, SPSS, R, or similar)
- Experience of inferential statistic data analysis approach
- Knowledge of the Core Humanitarian Standards (CHS) and experience in upholding them and promoting them
