Reporting to the Project Director, the Senior Program Officer will provide technical support in the delivery of oral Pre-Exposure Prophylaxis (PrEP). S/he will provide technical oversight, coordination, and capacity building of the implementation team. S/he will strengthen service delivery by identifying gaps in service provision and lead efforts in quality improvement of services. In addition, s/he will assist with technical strategy and work plan development, mentorship and monitoring implementation. In collaboration with the project team and partners, s/he will support the design of service delivery strategies, based on sound and current scientific evidence.
Responsibilities:
§ Provide technical oversight and strategic direction in the development of the project work plan, technical strategies and program monitoring, in close collaboration with other partners
§ Lead the integration of oral PrEP as a combination prevention intervention within the existing service delivery infrastructure
§ Provide technical support (including training, CMEs and mentorship) to the implementing teams in the delivery of quality PrEP services
§ Support in development of new/review evidence-based clinical training materials, job aids, and other relevant support required for implementation of the program
§ Coordinate the implementation of project activities with other partners to ensure synergy between different technical areas and achieve maximum integration and efficiency
§ Represent the project in technical working groups and committees, stakeholder and partner meetings at sub-county, county and national level, and disseminate relevant evidence
§ Spearhead innovative and cost effective strategies of ensuring conversion of knowledge derived from continuous program implementation and learning into action for quality improvement
§ Prepare periodic (monthly, quarterly and annual) project reports and provide relevant programmatic information for internal and external reporting purposes
Qualifications:
· Bachelor’s degree in Medicine, Nursing or related clinical training is required
· 5 years experience implementing HIV prevention, care and treatment programs
· Experience in implementing oral PrEP programs will be an added advantage
· Experience in strengthening service delivery programs, performance and quality improvement
· A demonstrated track record of providing mentorship and supervision for strengthening healthcare services and training in quality improvement approaches
· Ability to coach, mentor and develop capacity of other technical staff
· Proven track record working in a team composed of several technical experts and fostering team work
· Strong change management, results oriented and decision making skills
· Excellent analytical, verbal, written communication and presentation skills
· Computer literacy, particularly in the use of MS Office
