Sr. Procurement Specialist – Latin America and the Caribbean’s Regional Disaster Assistance Program Activity (RDAP) At Tetra Tech

Tetra Tech International Development Services is currently accepting expressions of interest from qualified candidates for a Senior Procurement Specialist position on an anticipated USAID-funded Regional Disaster Assistance Program (RDAP) in Latin America and the Caribbean (LAC). RDAP’s primary objective is to build disaster management and risk reduction capacity to improve the ability of host nations and regional entities to effectively respond to disasters, reducing the human consequences of disasters and the need for U.S. government assistance. In LAC, USAID’s Bureau for Humanitarian Assistance (BHA) office provides support to risk management programs through its regional office in San Jose, Costa Rica

Responsibilities:

The Senior Procurement Specialist will lead project procurement activities and processes, overseeing all aspects of soliciting, negotiating, awarding, close-out and termination of Purchase Orders and contracts for a wide variety of goods and services. S/he will build strong relationships with vendors, service providers, and partners and develop and implement cost- efficient practices, standardized tools, and procedures for rapid procurement procedures, decision making and evaluation. She/he will identify, develop, and implement strategic sourcing strategies and lead development and execution of a performance driven supplier management process. He/she will produce and maintain procurement policies to ensure relevance and conformance with best practices as well as compliance with internal and regulatory policies while ensuring that the project’s strategic plan, mission, vision and values are communicated. The Senior Procurement Specialist will provide training and technical support to field-based staff across the region, and offer support and oversight where needed to procurement activities across a wide range of technical assistance initiatives in the project portfolio.

​**Qualifications:**

* BA/BS in business, finance, economics, purchasing or related field. Advanced degree preferred.

* Four to seven (4-7) years of leadership experience in procurement, risk management, setting procurement strategies, driving cost savings, and improving terms and conditions.

* Demonstrated business/financial acumen, proficient working with cross-functional teams, including demonstrated motivation, influence, and the ability to drive change across all levels of the organization and geographical boundaries.

* Proven experience managing and negotiating with suppliers including demonstrated ability to develop and manage business driven supplier executive relationships and understanding of factors impacting businesses and their suppliers.

*Familiarity with Federal Acquisition Regulation (FAR) requirements and U.S. Government contracting a plus.

*Experience supporting humanitarian operations or disaster response programming and coordination preferred; demonstrated experience in related procurement duties in Latin America and the Caribbean strongly preferred.

* Professional fluency in Spanish and English required, full fluency preferred.
