World Education currently seeks candidates for an anticipated USAID project in Nepal, based in Kathmandu. The USAID Equity & Inclusion in Education project will support the Government of Nepal in reducing out of school children and improving learning outcomes for marginalized students. It will provide targeted support to municipalities to implement evidence based interventions that are driven by the local context in agreed upon provinces of either Province 2, Sudurpaschim, and/or Karnali. Areas of focus include: decreasing financial barriers to education, increase use of targeted non-formal education, increasing enrollment in early childhood education, increasing relevance of education; improving equitable teaching practices, and supporting schools to implement prioritized minimum enabling conditions. The anticipated duration is 5 years and anticipated budget is $10-$25 million.
This position is subject to project award, funding, and USAID approval. The USAID Equity & Inclusion in Education project is forecasted to start in June 2022, with the solicitation released in March 2022. We encourage candidates to apply early.
Responsibilities
The Monitoring, Evaluation, and Learning (MEL) Officer will provide technical expertise and leadership for monitoring, evaluation, and learning. The MEL Officer will be responsible for designing, updating, implementing and reporting against MEL plans and frameworks. The MEL Officer will coordinate with other team members and partners to ensure quality implementation of MEL plans, data collection, and reporting.
Qualifications
- Master’s Degree in education, development, statistics, information systems, or related field.
- Minimum 7 years of experience in MEL in international programs that work specifically in education and/or social inclusion. Prior experience with the development of early grade learning assessments, early childhood development assessments, classroom monitoring protocols, and tests and assessments of learning outcomes preferred.
- Demonstrated experience with USAID programming, especially in education and working with the CLA framework highly preferred.
- Ability to design and manage MEL plans and frameworks; ability to design, plan and carry out baseline, midline, and endline evaluations; ability to plan and carry out research; ability to develop learning agendas and document lessons learned
- Experience in data analysis and statistics.
- Excellence in report writing, documentation, and presentation of results (visual and written) to key stakeholder audiences (e.g. donor, Government, partners)
- Fluent Nepali. Excellent written and spoken English required.
- Eligible to work in Nepal.
