Job Purpose
The Livelihood and Food Security Programme Development Manager is responsible for the design, development and implementation of the LFS programme in Lebanon across the four area offices. The purpose of the position is to provide strategic advice and technical support and setting up of the LFS programme in Lebanon. The position will report to the Head of Programme.
What you will do
- Ensure compliance with the NRC Global LFS Strategy, programme policy and other relevant policies.
- Develop Livelihood and Food Security strategy, technical SOPs and guidelines
- Comply and adhere to NRC policies, CC tools, handbooks annd guidelines
- Develop and manage funding proposal, project budgets and donor reports
- Build the capacity of LFS staff, and transfer key technical skills as required and in line with strategy.
- Coordinate and manage LFS project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
- Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums, cluster, and working groups.
- Drive the implementation of the LFS strategy, reaching agreed milestones and reporting to senior management on progress. Responsible for revising the strategy if/when needed.
Specifically you will;
- Setup and recruit the LFS program team, directly manage the implementation of the program.
- Budget holder of LFS program budget.
- Establish and maintain programme partnerships and identify opportunities for partnership based on identified need and programme strategy. Proactively seek new relationships with key LFS stakeholders and actors in Lebanon.
- Revision of the LFS programme strategy and the development of associated new technical programming tools and resources linked to strategy, in synergy with other relevant CCs.
- Ensure harmonization and consistency across the LFS programme activities in all area offices through coordination and technical training of staff.
- Conduct regular reflection sessions with field staff based on data and learning aimed at informing programme development.
- Liaise with CC specialist teams regarding integrated programming opportunities.
- Technically oversee the implementation of the LFS programme in all area offices and document learning to inform programme iteration.
- Liaise with regional and global level LFS colleagues on programmatic developments and opportunities related to LFS programming.
- Be accountable and responsible for ensuring that NRC is able to articulate what it is trying to achieve on LFS, its approaches and conceptual framework for internal and external audiences.
- Put a sound M&E framework in place to measure progress towards LFS TOC. This also includes accountability for putting in place M&E framework for approaches that are tested as part of the overall strategy.
- Ensure that the design of this new program is conceptualised based on identified needs.
- Identify what technical support is needed by the team, responsible for technical development and quality assurance of the LFS programme, support in the development of relevant M&E tools for the LFS programme.
What you will bring
- Minimum 7 years of relevant Manager/Adviser experience in Livelihood & Food Security programming (both development and implementation experience) within the humanitarian sector.
- Technical expertise in Livelihood & Food Security Programming, Project management and financial management in a program start-up environment as well as established set ups.
- Experience in employment intensive projects – cash for work and Agriculture sector projects
- Skills related to and/or experience from driving organisational change processes
- Ability to provide leadership that creates engagement, buy-in and focus on finding solutions.
- Experience from working in complex and volatile contexts.
- Ability to carry out consultations across complex international organisations, and develop strategy/plans that encompass programme development, advocacy, communication, structural changes and fundraising.
- Ability to fundraise and develop proposals.
- Knowledge of the humanitarian system and experience from engaging with key humanitarian stakeholders and ability to represent the organisation at a strategic level.
- Fluency in English, both written and verbal. Arabic is an asset.

Additional Information:
Duty Station: Beirut Jordan
Duration of contract: 12 months, full-time, in accordance with local labour laws.
Grade 9 in NRC’s grading structure
Travel: Up to 40%
