Job Purpose
The role of the Regional Office Human Resource Advisor is to lead on HR operational practices for the Regional Office and implementation in recruitment, personnel, compensation and benefits, performance management and Learning and Development according to NRC standards and to support programme/project implementation.
The role works under the guidance of the Head of HR to manage and develop the MERO Human Resource function, facilitate growth and development of staff, and ensure high quality performance management throughout the office.
What you will do
- Compliance and adherence to NRC policies, guidance and procedures
- Implement NRC’s HR and Learning and Development systems and procedures
- Provide advice, guidance and technical support to the regional office
- Management and oversight on all related personnel management, processes and documentation to ensure compliance with NRC’s supporting documentation systems
- Management of regional HR technical officer
- Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting
- Provide regular HR analysis and reports
- Promote the rights of internally displaced/returnees in line with the advocacy strategy
Specifically you will;
- Actively coordinate on and advocate for NRC’s duty of care standards for staff in the regional office. Support on regional duty of care initiatives as needed
- Follow up on recruitment activities including advice on job descriptions and grading and taking part where required in the recruitment of senior management and international staff
- Oversight of payroll administration according to NRC rules and regulations in compliance with the applicable national laws
- Ensure confidential, safe, and standardized filing of personnel documents
- Assist in the periodic reviews of NRC’s salary and benefits package by reference to the local market to ensure that NRC’s remuneration remains competitive and within NRC’s standards and guidelines
- Ensure that all staff have work and development plans, and carry out regular performance discussions with supervisors/managers are documented.
- In close cooperation with the Regional Head of HR, responsible for coordinating and delivering training initiatives for MERO office staff
- Responsible for planning and implementing the MERO office Annual Training Plan including Learning Needs Analysis, Calendar planning, and implementation of the plan. This will include direct delivery of trainings and finding external vendors
- Responsible for the coordination mechanisms to facilitate staff mobility throughout the region, developing and maintaining systems to ensure a pool of highly skilled, talented employees are available for surge capacity and for staff exchange
What you will bring
- Minimum of 3 years of HR Generalist experience, ideally within a humanitarian/recovery context
- Demonstrable interest and experience in learning and development
- Knowledge of labour law and fundamental HR and Learning and Development principles
- Skills in delivering participatory and interactive face-to-face training, including presentation of content, facilitation of group process and guiding reflective discussions.
- Ability to build rapport with and commitment from regional stakeholders
- Documented results related to the position’s responsibilities
- Knowledge of the context the Middle East region
- Fluency in English, both written and verbal
- Ability to facilitate workshops in the Arabic language is desirable

Additional Information:
Duty Station: Amman Jordan
Duration of contract: 12 months, full-time, in accordance with local labour laws.
Grade 8 in NRC’s grading structure
Reporting line: Regional Head of HR – Middle East
