This position provides grants management services to the portfolio of federal funded grants and contracts that are implemented by the CARE USA and non-CARE USA entities with some support to other related donor agreements and ensure that all grants are implemented according the USAID standards. Subject to demand and available capacity, this position will also provide similar services to awards and contracts managed by other units in FNS.

The incumbent reports directly to Global Business Manager and assist the Grants management team in ensuring effective and timely administration of donor agreements and sub-agreements through the award life cycle; developing an understanding of USG donor requirements and expectations for the agreement; ensuring compliance; and coordinating with country offices, program staff, and others throughout CARE and within partner organizations as appropriate.

The grants management assistant is responsible for the initial preparation / review, negotiation, due diligence, monitoring and modifications of donor agreements (i.e. grants and contracts) as well as the submission of regular reports. In addition the incumbent is charged with closing out prime and sub-agreements.

This position is responsible for monitoring financial reports and expenditures of current grants and contracts, and identifying trends associated with over/under expenditure and making recommendations to resolve these.

Qualifications:

  • Bachelor’s Degree or higher in business administration, international development studies or related field
  • At least 3 year of working knowledge of US government regulations regarding fiscal management of federal funds OMB 2 CFR Part 200, Federal Acquisition Regulations; USAID Regulation 22CFR226, 22CFR228, 22CFR211; and grants and cooperative agreements.
  • High level understanding of USDA and Food for Peace rules and regulations
  • Effective inter-personnel and communications skills
  • Flexible, creative and solution-orientated approach
  • Ability to work independently
  • Ability to work effectively with others on a team and proven team skills
  • Good interpersonal, organizational, and communications skills
  • Ability to manage budgets and review financial reports
  • Preparation and review of agreements and contracts, and their administration
  • Basic skills in accounting
  • Strong skills in financial analysis and reporting
  • Budget development/planning, data consolidation and budget monitoring
