PROJECT DESCRIPTION:
An effective national response to COVID-19 requires collective efforts by the global community, multi-sectoral coordination at the national level, development partners, and other entities. The Meeting Targets and Maintaining Epidemic Control (EpiC) consortium is well positioned to support the Royal Thai Government (RTG), community partners, and the U.S. Agency for International Development (USAID) to mitigate the impact of COVID-19. This provides support to strengthen the Thailand Ministry of Public Health (MOPH), provincial, and community capacity to reduce the transmission of COVID-19 and mitigate its impacts on morbidity and mortality. Its objectives are (1) to accelerate widespread and equitable access to and delivery of safe and effective COVID-19 vaccinations (2) to reduce morbidity and mortality from COVID-19, mitigate transmission, and strengthen health systems, including to prevent, detect, and respond to pandemic threats.
JOB SUMMARY:
- The Data Scientist position is responsible for the data science-related works of Division of Epidemiology, Department of Disease Control, Ministry of Public Health, by using different types of technical analytics methods with mathematics, statistics, machine leaning, and artificial intelligence, and data management procedures from the database systems to dashboard. This position will also be responsible for developing manuals, SOPs, relevant documents on the data management topics and providing technical assistance on data management.
- Employment term: December 2021 – July 2022 (8 months).
KEY RESPONSIBILITIES:
- Responsible for data sciences according to the missions of the Vaccine Effectiveness Assessment Center and the Intelligence System Development and Non-Communicable Diseases Surveillance Unit.
- Developing the diagnostic analytics, predictive analytics, prescriptive analytics with the principle on mathematics, statistics, machine leaning, and artificial intelligence, with the languages of Python and/or R, together with SQL as fundamental.
- Data management, data linkages, data cleaning and correction, data analysis, planning and improvement, data retrieving system, and data query & data ETL as well as data processing for the databases systems such as Mysql, MariaDB, SQL Server, Oracle, MongoDB, PostgreSQL.
- Maintaining the completion of database system and verifying the data accuracy showing in the dashboard.
5.Developing the documents, manuals, SOPs of the system for data management, data linkages, showing data on dashboard and relevant topics.
- Assisting in providing technical assistance on the trainings and technical advice regarding data management for the staff of Division of Epidemiology
- Other duties related to research projects regarding COVID-19 and other related diseases as assigned
EXPERTISE AND COMPLEXITY:
- Knowledge and understanding on Structure Data, Relational Database, Non-structure Data, Non-Relation Database such as Mysql, MariaDB, SQL Server, Oracle, MongoDB, and PostgreSQL.
- Analytical thinking and data visualization
- Knowledge on statistics such as probability, analysis of variance, linear regression, linear algebra, and predictive analytics
- Knowledge on database design, writing and reading ERD (Entity Relationship Diagram), UML (Unified Modified Language), and Normal Form
- Data management, data linkages, data cleaning and correction, data analysis, planning and improvement, data retrieving system, and data query & data ETL as well as data processing for the databases systems such as Mysql, MariaDB, SQL Server, Oracle, MongoDB, PostgreSQL.
- Knowledge, understanding and skill regarding SQL Data Query & Data ETL.
- Knowledge, understanding and skill regarding Program Languages using for data management such as Python and R.
- The following knowledge, understanding and skills are preferable as follows:
- Knowledge, understanding and skill regarding software using for data management and presentation such as Knime and Tableau
- Knowledge on health-related data such as ICD-10 and Health Information System
- Experiences on Big data
- Experiences in similar key responsibilities of this position at least one year
- Be able to work under the pressure within time constraints
TYPE AND NATURE OF CONTACTS:
- Work station is based at Division of Epidemiology, Department of Disease Control, Ministry of Public Health.
- Routine coordination between FHI 360 staff and team of Division of Epidemiology
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
Usual office working conditions, as well as working from home conditions; ability to travel domestically
EDUCATION/EXPERIENCE:
- BS or MS in computer engineering, computer sciences, information technology or related field.
- Working experiences with government agencies or public organizations is preferable.
