CARE INTERNATIONAL IN JORDAN:
CARE International in Jordan (CARE Jordan) established its presence in Jordan in 1948 in the wake of the Palestinian refugee crisis. Over seventy-three years later, CARE Jordan continues to serve the needs of the Palestinian, Iraqi, Somali, Sudanese, and most recently Syrian refugee communities in country as well as the Jordanian host community. CARE Jordan’s scope of work has evolved from emergency response to long-term development programming, now encompassing an Urban Refugee Protection program, the Sustainable Development program, and the Azraq Camp program.
CARE Jordan leads humanitarian protection, economic empowerment, and civic engagement interventions for women and girls from disadvantaged and vulnerable communities in the fight to overcome poverty, gender-based violence and social injustice.
In its 2020 strategy, CARE Jordan set the following program, goals:
- Program Goal 1: Strengthen humanitarian and protection response and action to support Jordan’s most vulnerable populations with sustainable solutions. Linking humanitarian interventions with long-term development programming will create an enabling environment for promoting and sustaining livelihoods for various communities in Jordan.
- Program Goal 2: Enhance empowerment programming for Jordan’s most vulnerable groups; women and youth, with targeted interventions for Jordanian and refugee women and girls, and male and female youth. CARE Jordan will work with civil society and governmental representatives to engage women and youth in economic empowerment initiatives, while additionally scaling up programming tackling gender-based violence, and amplifying women’s voices in decision-making and public spheres.
- Program Goal 3: Expand effective partnerships through strategic engagement with civil society and government actors towards inclusive governance and achieving sustainable impact through a strengthened and empowered civil society.
INTRODUCTION:
The aim of this consultancy is to develop CARE Jordan’s 2021 Annual Report. The Annual Report is expected to demonstrate overall impact, reach and key highlights of CARE Jordan’s activities for FY21.
The consultant will work closely with the Monitoring and Evaluation Department, Program Managers and Advocacy & Communications Department at CARE Jordan to lead on gathering relevant inputs from the teams including photos, stories, quotes, statistics and achievements. S/he will also finalize and share for review and approval the draft Annual Report with the CARE Jordan SMT team including the text, structure of the report and design.
SCOPE OF WORK:
This consultancy will be carried out by a consultant to perform the following key tasks:
· Collect data and statistics from departments that cover the impact, successes and achievements for year 2021. “CARE FY21 by numbers”; this will include # reached, # of projects implemented, content of each intervention that CARE focuses its work on (protection, women empowerment, education, livelihoods, etc…), Map, show the operation model or theory of change.
· Interview CARE Jordan Country Director and draft the welcome message with a photo, quote and signature.
· Collect and draft CARE’s Jordan COVID-19 response to highlight the key issues and CARE’s response.
· Collect photos, quotes and stories that have been previously done, if available and produced.
· Interview focal points at CARE Jordan other than the departments mentioned above to enrich the report and its content.
· Ensure the Annual Report has an appropriate and concise Executive Summary at the beginning as well as key recommendations for donors, the Government of Jordan, CBO and international NGO/UN partners at the end of the report.
· Design and structure the annual report in line with CARE visibility and branding rules and regulations, taking into consideration all donors involved in the report.
· Provide CARE Jordan SMT with a first draft report to be reviewed by the management team and shared back with the consultant.
· Submit a final design and content.
SPECIFIC TASKS FOR THE CONSULTANT:
- Travel to CARE Jordan Community centers in different locations throughout Jordan, if needed.
- Conduct interviews with the Country Director, SMT team, employees and program participants if needed.
- Abide by the CARE photography and media policies, as well as the child protection policy and Do No Harm.
TIMEFRAME:
Consultancy to start by December 2021 and final approved Annual Report to be submitted by January 2022.
REPORTING
The consultant reports to the Programs Quality Director and will coordinate with the Advocacy & Communications Department for technical input and revision of the products.
CARE JORDAN RESPONSIBILITY:
- Transportation will be provided by CARE Jordan.
- Identify the program participants to be profiled in the photo gallery and stories, if any.
- Make sure that the program participants are well informed, prepared and at ease being profiled publicly by CARE.
- Make sure all consent forms are signed and filed.
- Be present during any field visit.
- Coordinate movement and access for the consultant.
- Coordinate with project staff for the field visits to set appointments, identify content.
- Review and approve the work plan, including schedule for photos, interviews, timeframe and approach to be used.
- Provide feedback when and where necessary.
- Review and approve the draft and final production as stipulated in the deliverables section of contract.
QUOTATIONS AND PAYMENT METHOD:
· Fixed price quotation shall be provided in USD by the consultant
· Payment shall be done as per below:
15% upon signature of contract
15% percent upon submitting first draft for review and approval
70% upon submitting final report for public promotion
REQUIRED EXPERIENCE:
- 7 or more years of research, writing and analysis experience working in a similar field.
- Excellent technical and report-writing skills to ensure strategic, professional and high-quality production.
- Excellent command of the English language.
- Arabic language literacy a plus.
CONFIDENTIAL INFORMATION:
Confidential Information/Property: Neither Party shall disclose Confidential Information of the other Party to anyone or make use of such Confidential Information for its own purposes without the owner’s prior written consent; provided, however, that Confidential Information may be disclosed to government authorities if the disclosure is required by law and the disclosing party has provided the owner notice and a reasonable opportunity to defend against such disclosure.
