Terms of Reference for conducting a mapping of environment funding landscape in the Netherlands

BACKGROUND & RATIONAL

In 2020, Save the Children Netherlands (SCNL) identified Environmental Sustainability and Climate Change (ESCC) as a focus theme. Since then, SCNL, via an Environment Working Group, has been working on an ESCC policy and an action plan to operationalize the mainstreaming of climate action into our work. Part of the action plan includes reaching the most marginalized children through climate change adaptation programming across our core areas of operation, child poverty, health/nutrition and child protection, by mobilizing and leveraging climate funding opportunities.

THE PROBLEM TO ADDRESS

In the SCNL ESCC policy adopted in September 2021, we have committed to look for funding opportunities and design international programmes which directly target environmental degradation and climate change adaptation through integrating climate change into our core areas of work; child poverty, health/nutrition, education and child protection. At the same time, SCNL is a new player in the field of environment programming with limited track record and limited knowledge of the environment funding landscape in the Netherlands.

SCOPE OF THE WORK

Save the Children Netherlands would like to hire a consultant to conduct a mapping of the funding landscape for environment funding in the Netherlands for which SCNL would be eligible. The aim of the mapping is to identify the most relevant donors and funding opportunities for SCNL, in particular for our focus countries.

The assignment would include:

1) A scoping study to identify how environment features in the strategy of current SCNL donors. What kind of trends do we see in the coming 5-10 years in terms of environment funding?

2) A scoping study to identify potential environment donors for SCNL including different categories of donor such as institutional donors, corporates, and foundations in adherence with Save the Children International’s corporate donor due diligence guidelines.

3) A scoping study to identify concrete environment funding opportunities for SCNL. This would include funding opportunities from our existing donors as well as funding opportunities from new potential donors identified during the scoping exercise.

4) Identify platforms where SCNL can access real time information on donor trends and funding opportunities on environment linked to child rights going forward.

5) Identify what are SCNL enabling and hampering factors in securing environment funding via the various funding opportunities. What changes are required in terms of capacity and ways of working to position ourselves towards our donors and secure environment funding?

TIMELINE

15 days in the period 1 January to 31 January 2022.

DELIVERABLES:

1) A scoping study which identifies:

a. Trends in environment funding landscape

b. At least five potential institutional and non-institutional donors which SCNL can develop partnerships with in the coming three years.

c. At least five concrete environment funding opportunities for SCNL.

d. Platforms where SCNL can identify real-time information on donor trends and funding opportunities related to environment.

2) An operational analysis identifying enabling and hampering factors in pursuing environment funding and a set of recommendations to improve SCNLs operational capacity to effectively pursue environment funding.

MANAGEMENT

This piece of work is commissioned by Save the Children Netherlands, Janna de Jong, Humanitarian Programme Manager and Luuk Senten, Team Leader Philanthropy and Partnerships team.

CONSULTANT PROFILE

The consultant should have the following essential skills and knowledge:

· Proven track record in prospect research and acquisition

· Good understanding of the funding landscape in the Netherlands, preferably with a focus on environment funding

Desirable skills and knowledge:

· Experience working on prospect research and acquisition for an environment organisation in the Netherlands
