Learning Specialist I At EnCompass

EnCompass’ Learning & Leadership Development team is currently seeking a Learning Specialist I to work as an integral part of an appreciative, collaborative team to design, develop, and evaluate training courses and organizational development activities for USAID’s 8,000 employees at USAID/Washington and USAID Missions worldwide.

Our work focuses on developing the technical and interpersonal skills to support an employees’ growth from within so they are better equipped to address complex development issues in the field. The Learning Specialist I will develop and evaluate instructional and blended learning opportunities that emphasize behavior change, soft skills development, and foster professional and leadership development for diverse audiences. This position will largely focus on collecting data and writing reports in service of conducting evaluations of our learning programs. The design and development of learning programs will be an additional focus as needed.

The candidate may work onsite in our Rockville, MD office or work remotely.

Due to COVID-19, and subject to situational changes, the position is expected to be fully remote through November 30, 2021. Position Duties and Responsibilities

Essential functions include:

  • Contribute expertise and innovative methodologies and approaches to learning evaluations
  • Contribute to the management of learning projects; prepare graphic-rich reports, coordinate learning evaluation systems and processes and share information with clients
  • Contribute to needs assessments and training evaluation, using mixed methods approaches
  • Contribute to development of course content for virtual learning programs
  • Contribute to curriculum design using creative, innovative and evidence-based approaches
  • Contribute to development of dynamic, experiential learning session designs including macro designs based on client content, micro designs, and training scripts
  • Contribute to the design and development of videos, animations and e-games
  • Contribute to the creation of storyboards for e-tools, e-learning courses, and videos
  • Facilitate face-to-face workshops, virtual instructor training (vILT) and other learning sessions
  • Develop and maintain positive and productive relationships with all project stakeholders
  • Serve as a resource to Business Development teams by contributing to proposal development processes to include developing LOE estimates and writing technical approaches
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass activities
  • Other duties as assigned

Position Requirements

Qualifications

  • Minimum of a High School Diploma and 10 year’ experience, or an Associate’s Degree and 8 year’ experience, or a Bachelor’s Degree & 6 years’ relevant experience; or a Master’s Degree & 4 years’ relevant experience. Degree in Training, Evaluation, Adult Education, Instructional Design, International Communication, International Development, Organizational Development, or a related field.

Experience and Skills

  • Knowledge of the principles of learning including adult learning, learning styles, participatory methods, instructional design
  • Experience in data collection, survey administration, report writing in service of evaluation
  • Exceptional presentation, communication (verbal and written), and facilitation skills
  • Experience in designing and facilitating interactive learning experiences and designing curricula based on experiential, adult-centered learning, and using blended learning and innovative technologies
  • Adept at identifying and framing problems, setting priorities, and making critical assessments
  • Ability to confidently engage with staff and clients at all levels to define needs and expectations, collaborate on projects, and communicate results
  • Experience in the field of international development, working in cross-cultural environments
  • Fluent in the Microsoft Office suite (particularly generating graphics in Excel and Word) and Survey Monkey or other survey development tool as well; experience using Adobe Connect, WebEx, and/or Zoom a plus
  • Ability and desire to work in an appreciative and strengths-based environment
  • Fluency in language(s) other than English an advantage
  • Kirkpatrick certification desired
