Organizational Setting and Work Relationships

The Non-food items Coordinator may be located in a Headquarters Division or in a Regional Bureau.

The NFI Coordinator will report directly to a senior manager and will work closely with other team members in the areas of strategic planning, programming, and supply, as well as other Divisions and entities in UNHCR. While DSPR has the lead coordination role for NFI/CRI management at Headquarters, other Divisions hold individual accountability, relevant to their remit, for specific components of NFI management. These Divisions include the Division of Resilience and Solutions (DRS), Division of Emergency, Security and Supply (DESS), Division of Financial and Administrative Management (DFAM), Division of Information Systems and Telecommunications (DIST) and the Global Data Service (GDS). The incumbent will be responsible for setting up and leading an effective coordination system of Non-food Items (NFI) including Core Relief Items (CRI) with colleagues within Divisions and entities, as well as the Legal Affairs Service, Division of External Relations, Division of International Protection and Global Learning Center, on a regular basis.

The incumbent will be responsible for ensuring HQ Divisions coordinate effectively on the end-to-end management of NFIs and CRIs in UNHCR including support to Regional Bureaux and operations in the application of relevant policy and guidance. This also includes leveraging the Business Transformation Programme and other global tools to improve reconciliation between inventory management and persons of concern assisted for strengthened oversight and accountability.

UNHCR/OG/2021/04 on the management of NFIs (which includes the sub-category of CRIs) systematises the end-to-end process from assessment to planning, implementation, monitoring, and reporting, and provides operations with templates and tools to adapt to their needs. The incumbent will support the implementation of the OG in close coordination with Regional Bureaus and its future adaptation based on feedback received from Regional Bureaux, field operations and external stakeholders.

Duties

  • Generate organisation-wide operational guidance, lessons learnt, reports, and synthesis on NFIs and CRIs.
  • Support Regional Bureaux in monitoring the implementation of the NFI Operational Guidance in the field (MFT established, SOPs adhered to and distribution/reconciliation reports provided).
  • Assess and (if feasible) coordinate on the development of options for the digitalization of the end-to-end management of NFIs across all country operations including by leveraging the Business Transformation Programme.
  • Coordinate the interdivisional support and actively contribute to an end-to-end process and development of an adequate strategic and policy framework for UNHCR¿s use of NFIs.
  • Coordinate interdivisional support to assessments and decision-making around assistance modalities, including during contingency planning, and contribute to the technical soundness of NFI as modality of assistance vice versa the organizational commitment to promote the use of Cash Based Interventions in operational decision making.
  • Identify and address the needs of the Regional Bureaux to conduct their role in assessing the adequacy and effectiveness of support needed to be provided to country operations for NFI interventions (in particular support to the in-country NFI Manager role recommended by UNHCR/OG/2021/04 Annex A).
  • Track global level reports surrounding NFI movement to further alert respective RBs and SMS of continued ‘old stock’ and potential problematic areas. Work in coordination with RB and SMS to understand the challenges in order to better develop global support/tools surrounding NFI end-to-end management.
  • Establish performance measurement parameters to facilitate the assessment of NFI response adequacy, efficiency, and effectiveness in order to assist the Regional Bureaux to hold their country operations to account for NFI interventions.
  • Coordinate HQ Division inputs and follow-up to thematic audit recommendations related to NFIs and CRIs, and support Regional Bureaus as needed in their follow-up to relevant recommendations at the regional/country level.
  • Provide guidance and support, with the Regional Bureaux, to country operations on how to manage all components of NFI and CRI interventions efficiently and effectively and in line with UNHCRs environmental sustainability ambitions.
  • Ensure the new NFI OG (and possible future AI/Policy) is reflected in applicable UNHCR policy and guidance, including Project Partnership Agreements, as well as MoUs/LoUs with operational partners.
  • Support DESS with preparedness actions for country operations, including the review of contingency plan drafts and NFI and CRI pre-positioning plans, to assess if preparedness measures are adequate in relation to the planning scenario(s).
  • Work closely with SMS on the guidance and support for NFI/CRI procurement (including global frame agreements), logistics and inventory management. Promote measures to reduce the environmental impact of overall life cycle of NFI/CRIs.
  • Work closely with technical sectors and the Shelter and CCCM clusters on the use of NFI/CRI in their domains, while being aware of the environmental footprint of NFI/CRIs in these areas.

Minimum Qualifications

Years of Experience / Degree Level
For P4 – 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree

Relevant Job Experience

Essential
Minimum 9 years relevant work experience. 5 years work experience with managing and/or implementing NFI activities in a humanitarian context. Strong experience in project management and leading projects from initiation to closure. Extensive experience in coordination with diverse stakeholders and managing teams. High proficiency with MS Office software, especially Excel, and KOBO Toolbox. Robust organizational and problem-solving skills. Solid data analysis and writing skills.

Desirable
Experience with UNHCR in the coordination, management and/or implementation of NFI activities in a country operation or a regional bureau. Knowledge of UNHCR¿s policies, standards and financial regulations. Experience with UNHCR¿s internal management and data platforms such as MSRP, PRIMES, RAIS and COMPASS. Internationally recognized certification in Project Management ¿ e.g. PMP or PRINCE 2.
