Job Summary

As a Senior Project Officer for the Data Management of Cash Assistance Program, you will lead data management processes for a large project supporting eligible asylum seekers and refugees in Greece and provide advice to staff and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. You will implement efficient ways to organize, store and analyze data with attention to security and confidentiality. In this position you will need to be able to lead on the visualization of comprehensive systems needed for data collection, storage, transferring, analyzing and reconciling.

Job Responsibilities:

General

  • Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Coordinate and oversee data management systems with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
  • Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.
  • Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
  • Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.

Data Management

  • Design and manage data management system that will contain confidential information on beneficiary demographics and eligibility for monthly cash support.
  • Lead the roll-out of high – quality data management processes in coordination with Financial Service Provider(s). This may include: training staff on Standard Operation Procedures (SoPs) and technological platforms; overseeing data consistency checks on data system registration, monthly beneficiary lists and payment documentation; and ensuring timely provision of cash assistance as per SoPs.
  • Oversee the day-to-day management of the databases for effective management of beneficiary and financial transaction information: manage database’s set up; verify data coherence; top-ups preparation; provide information for the financial report; and analysis of different types of data (e.g. beneficiary information, spending, etc.).
  • Identify and troubleshoot any problems or challenges that arise within database and data application tools utilized for the project implementation.
  • Develop relevant data visualizations, including real-time reporting and trends analysis, for project stakeholders.

Team Supervision

  • Supervise the data management team and perform ad-hoc inspections of data processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures.
  • Support and coordinate capacity building and technical support for staff to ensure assigned project activities are implemented per project guidelines and standards.
  • Lead provision of technical support/orientation to implementing partner staff on use of database and other application tools.

Typical Background, Experience & Requirements

Education and Experience

  1. Bachelor’s degree required. Degree in Information Technologies, statistics, database development/ data management or another related fields a plus. Additional education may substitute for some experience.
  2. Experience managing large databases.
  3. Minimum of 2-3 years of work experience in project support, ideally in the data management for humanitarian response or refugee integration and for an NGO.
  4. Experience working with partners, participatory action planning and community engagement.
  5. Staff supervision is a plus.
  6. Experience monitoring projects and collecting relevant data.
  7. Proficient in MS Windows and MS Office packages (Excel, Word, PowerPoint).

Required Languages: Greek and English.

Travel Required: Non expected.

Supervisory: Data management team (2 staff).

Internal: Programming Teams.

External: Caritas Athens, Ministry of Migration and Asylum, other Humanitarian stakeholders.
