Overview of position:

  • The FGS emerged in 2012 through the adoption of a provincial constitution that submitted federalism as the key organizing principle for the govt. In 2017, the Upper House of the Federal Parliament was formed for the 1st time in the history of the country. After the indirect electoral processes in 2012 & 2016, the govt. had made a committment for 1 person 1 vote elections to be held in 2020 but in September 2020, the FGS & FMS decided to proceed with an indirect electoral model. The elections to the upper House started in August 2021 & the elections to the House of the People are expected to be concluded by the end of May 2021.

Role objectives:
The purpose of this assignment is to analyse factual informaiton, assess & report on the electoral process of the FGS against international committment, standards & good practise for democratic elections & to formulate recommendations to improve future electoral processes. Under the supervision of the Senior Project Manager, the incumbent is expected to produce the following edliverables:

  • 1-2 interim reports on electoral activities & political frameworks. The number & timing of interim reports will be agreed at the beginning of the assignment.
  • Draft final report (including an executive summary & recommendations) & the final report (including an executive summary & recommendations). Timing to be agreed during the assignment.

Project reporting:

  • This role works under the supervision of the Senior Project Manager.

Key competencies:

  • Advanced University Degree (Masters Degree) in Law, Political Science, International Relations or any other discipline rlevant to the assignment.
  • At least 10 years work experience is required in sectors related to elections & electoral assistance, promotion & protection of human rights, support to democratisation, reinforcement of the rule of law & administration of justice, public administration reform & civil service reform, enhancement of the role of civil society.
  • Work experience in the field of electoral assistance, electoral observation, analysis & reporting is required.
  • Previous experience being directly involved in election observation by the EU or other international or domestic organisations is required.
  • In depth knowledge of international committments, standards & good practise for democratic elections is required.
  • Previous experience in Somalia& / or the region of working in a post conflict environment & good networks within the different sectors of society will be considerred as an asset.
  • Must be fluent in English.

Team management:

  • This role has no team management responsibility.
