About the Laos programme:
Laos has the unenviable title of being the most bombed country in the world per capita. For nearly a decade, Laos was subjected to heavy US bombing as part of the wider war in Indochina. US bombing records show that at least two million metric tonnes of ordnance was dropped between 1964 and 1973.
Working across Xieng Khouang and Khammouane provinces since 1994, MAG has directly helped more than 1,070,000 people to live safer lives, free from danger and fear. Another 2.6 million men, women and children have benefitted indirectly. Our teams have cleared more than 88,000,000 square metres of land in Laos, removing and destroying more than 295,000 items of UXO, including more than 163,000 cluster sub munitions. In addition, MAG has given more than 3,400 risk education sessions to around 128,000 people, helping them to stay safe until land is cleared.
About the role:
This is an exciting opportunity to join MAG Laos’ new (less than 1 year old) and developing TMEU unit, which has a large scale operational footprint covering 100+ operational teams/assets and 1,200 personnel.
The Standards and Training Manager (STM) will be responsible for managing a Training, Monitoring and Evaluation Team (TMEU) with international and national staff to develop and deliver quality Training Management Packages at all levels of EOD clearance competencies. Specific focus will be placed on being able to demonstrate skill sets in operational training and standards towards IMAS and MAG GTS compliancy, programme staff development and mentoring protocols, driving forward improved Quality Management processes/procedures and managing a transparent and accountable training records database.
Additionally, the post holder will be responsible for supporting the Technical Operations Manager (TOM) in improving overall operational standards across the programme, implementing comprehensive Quality Management Systems (QMS) and SOPs across all areas of technical operations in order to maintain safety, compliancy, improve standards and promote best practise. Conducting incident investigations and preparing comprehensive incident and lesson learnt reports will also be key to this role.
About you:
You must be qualified to a minimum IMAS EOD Level 3+ or equivalent and have significant experience of managing large scale HMA/EOD operations (ideally with multiple assets) in either the humanitarian, commercial or military/civil service sector.
You will need to have demonstratable experience of preparing and delivering both formal and informal operational training courses including EOD up to IMAS levels 3+ and of capacity building staff, including senior/experienced national staff. Additionally you must be able to demonstrate experience and qualifications in Quality Management and Health and Safety processes transferable to HMA requirements.
Previous experience of Cluster bomb/BAC operations, EOD operations/EOD spot task and large HE bomb experience is preferable/highly desirable. Previous experience of CMRS methodologies and their application is also desirable.
