Senior Director, Localization (M2) at Save the Children – US

Summary

As an advocate for child rights, Save the Children’s core values of accountability and collaboration have led us to prioritize localization, partnership and “shifting power” to achieve sustained impact at scale for children. Building on a vibrant and growing collaboration with community and local actors in the 100+ countries where we work, the Localization Senior Director will lead our strategy to mobilize resources and capacity sharing from US donor accounts for our local partners. With a strong understanding of the interests of US public and private sector donors in locally-led development, you will liaise with country offices to position local partners for funding and capacity-sharing opportunities, and will build relationships with US donors interested in localization, representing the Agency – with local partners – at industry forums on localization, and provide tools, guidance and resources to ensure the continuous organizational development of local actors working to fulfill children’s rights***.***

What You’ll Be Doing (Essential Duties)

Develop Strategy to Engage US Donors in Localization (40%)

  • Research US public sector, Foundation and corporate donor priorities for locally-led development, partnership and local capacity development, to inform the further development of Save the Children’s localization strategy.
  • Liaise with Save the Children International and local partners to identify promising practices and effective localization models, produce analysis that informs our strategy with US donor accounts, analyzing Save the Children’s comparative advantage as well as identifying existing resources and operational challenges to localization in our country programs and advocacy efforts.
  • In collaboration with Save the Children International, ensure organizational capacity development efforts, including effective models, case studies, and results of partner capacity sharing, can be well-articulated for external audiences.
  • Identify policy, thought leadership and operational forums where Save the Children and our local partners can showcase results of locally-led programs and advocacy focused on child rights.

Implement Strategy to Advance Locally-led Development (50%)

  • With Localization/Partnership leads in our country offices, develop and implement demand-driven action plans with current and future local partners, to support the growth trajectory and evolution of local child rights actors.
  • Support country offices in partner mapping and capacity indexing, as well as resource mobilization for organizational capacity development and core funding of local partners, to enable demand-driven support and financial sustainability of partners.
  • In coordination with PGP and DHR, support the process of developing and submitting high quality concept notes and proposals that advance SC’s localization strategy and CO priorities.
  • Create opportunities for ongoing knowledge exchange with country office counterparts on localization and partnership, including learning programs as needed, to advance Save the Children’s global strategy to shift power.

Management and Coordination (10%)

  • Line manager of Knowledge Management Advisor, Localization, and responsible for delivery of knowledge and communication products about Save the Children’s localization work
  • Leads Localization task force at Save the Children in the US, ensuring all relevant international program, humanitarian response, resource mobilization and policy advocacy stakeholders are engaged and informed of progress.

Required Qualifications

  • Minimum of a Bachelor Degree or equivalent experience, plus at least seven (7) years of relevant experience
  • Proven experience in international development and/or humanitarian contexts
  • Demonstrated understanding of and commitment to locally-led development.
  • Proven knowledge of US bilateral donor, Foundation and corporate donor priorities for locally-led development in international and humanitarian contexts.
  • Demonstrated experience in capacity development-related field (capacity building, civil society programming, governance, etc.) and familiarity with CD tools and processes, including approaches to build constituency, strengthen networks, elevate brand, market and fundraise.
  • Experience in strategy development, project planning and external communications with donors.
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally
  • Demonstrated commitment to fostering and maintaining and environment of diversity, inclusion, and belonging.

Preferred Qualifications

  • Experience working outside the United States with local partners on international development or humanitarian programming.
  • Experience implementing child rights programming/advocacy, and/or thematic proficiency in child protection, health & education, gender equality or another technical area key to fulfilling child rights.
  • Proficiency in French, Spanish, Arabic or another language of countries where Save the Children works is a plus.
