Main Purpose
The Middle East Support Office (MESO) is the regional office of MSF Switzerland in Amman, Jordan. Its purpose is to support MSF programs in the face of the growing complexity of intervention contexts and new challenges in the Middle East. The office is currently supporting Iraq, Lebanon and Yemen missions as well as Sudan and Iran. Depending on future operational needs, this support might be extended to missions based in Europe and Asia as well.
As a regional technical referent for MESO, you will be the primary adviser in the area of energy management for MSF Switzerland operations in the region. You will apply your expertise into field projects and provide strategical technical support to coordination and field teams in the region. Your actions will be guided by:
- The operational objectives of the missions in the region
- MSF institutional policies, guidelines, protocols and procedures
Your mission will be to lean toward a regional strategy to reinforce and improve the technical support in the region. In order to reduce MSF environmental footprint (Planetary Health), you will be in charge to keep up standards on Electrical Safety, Equipment Protection and Service Continuity, as well as on Energy Transition. You will also be proactive on organising your own agenda in coordination with the missions you support. You will follow up progress of action plans.
Moreover, you will conduct trainings on related MSF protocols and develop a pool of electrician experts in the region. You will also advise on the career development of the electrician experts.
Your Responsibilities
· In liaison with the Technical Referent located in Headquarter, contribute in defining and improving institutional tools (policies and guidelines) by providing feedback based on your experience
· At the request of the coordination teams in the missions and based on the terms of reference established by Logistics Coordinators conduct assessments in the region
· Proactively develop and propose overall field visits schedules and suggest any relevant changes based on operational needs
· Provide technical support to Logistics Coordinators in the region with help from the Technical Referent located in Headquarter, particularly in:
Ø assisting missions in their energy strategy and long-term planification, including their annual budget and Plan of Action
Ø assisting missions in the design and management of energy management infrastructure (tools, administration, HR)
Ø providing tailor-made trainings in missions
Ø carrying out evaluations and validation of local service providers and suppliers
Ø assisting missions in the definition and implementation of country specific energy policies
· Provide advice on the implementation of the ensuing technical projects in the region and conduct analysis of the project components related to energy on an annual basis
· Develop specific expertise in the region related to energy management: assessing local actors, resources and regulations and defining best practices according to the region’s specific requirements
· In collaboration with training managers, contribute to the definition of training content and facilitate the sessions:
Ø increase and standardize “individual training” scheme for Operational Logisticians (Logistics Coordinators, Logistics Team Leaders, Logistics Managers) and specialists (Energy Managers and Supervisors, Electricians)
Ø provide training on new technical and organizational topics
Ø maintain capacity to host and facilitate OCG and other OCs trainings
· Implement institutional policies, procedures, tools in the region
· Draft visit reports and annual activity reports
· When requested, participate in emergency operations in the region
· Participate in the intersectional working dynamic (support other MSF sections in the country if needed)
· Create coherence in the regional energy management infrastructure and advise on possible mobility of resources in the region
Depending on our activities and needs, your responsibilities may be adapted and evolve according to the specificities of the region.
You will not be facing these challenges alone — other MSF team members, both international and locally hired staff, will provide technical support, including extensive guidelines and protocols.
You will report to the Head of MESO as line manager and to the Technical Referent at Headquarter.
Your Profile
· Essential degree and specialization in energy and/or electricity domains
· Mandatory experience of minimum 2 years in energy management
· Mandatory previous international experience in humanitarian field projects with other international organizations
· Previous experience with MSF is an asset
· Experience in renewable energies is an asset as well as energy efficiency and sustainable energy design
· Experience in electric backup (generator, UPS) and in HVAC is an asset
· Good understanding of sustainable building design (alt. low energy building design, energy efficient building design, or passive construction energy systems) and insulation techniques is an asset
· Ability to compare technical specifications of energy equipment
· Good command of project management and training-related knowledge
· Fluency in English,** Arabic and French are an asset
· Computer literacy (MS Office)
· Electrical Design software (ProfiCad, Autocad, Qelectrotech…) knowledge is an asset
· Commitment to MSF’s work and values
