Senior Gender Equality in Education Expert at Norwegian Capacity

Through a unique collaboration with UNESCO and the Jordanian Ministry of Education (MoE), NORCAP is currently looking for a Senior Gender Equality in Education Expert

If you are selected for the role, your overall objectives will be to strengthen capacity and improve systems within the central MoE, directorates of education, and schools in the field of gender equality and equity analysis mainstreaming in education. To achieve this, your main duties and responsibilities include:

  • Facilitate an effective and productive working relationship with the Ministry of Education (MoE) and Gender Division Staff.
  • Support the MoE in the adoption and operationalization of the Gender Division Mandate.
  • Assist the Gender Division in monitoring and implementing Strategy for Mainstreaming Gender Equality in Education and the Gender Equality Action plan, as well maintaining and creating new external partnerships to this effect.
  • Provide high quality technical support, mentoring and coaching to MoE staff in coordination with the Managing Director of EPRD and Head of the Gender Equality Division.
  • Together with the Gender Division and its key partners, conduct a review of existing training packages to document the current training offer, identify areas of good practice and remaining gaps, and suggest recommendations for improvement.
  • Together with the Gender Division and its key partners, update or fully develop new training modules to be integrated into existing training packages which directly target the specific gender equality challenges in Jordan and meet the specific needs of education staff. Where possible, blended or e-learning content development can be considered.
  • Provide on-the-job coaching and mentoring support on gender equality and equity analysis and mainstreaming to MoE staff.
  • Support the MoE in training existing and new staff on key gender concepts, as well as the mandate, approach and job requirements of the Gender Division; similarly, review and feed into the training manuals of other relevant MoE Units to ensure adequate mention of gender equality and equity mainstreaming responsibilities.
  • Assist in the consultation, design and development of dashboards to be added to Open EMIS to ensure adequate attention to priority gender and equity considerations.
  • Assist the Gender Division with mainstreaming gender equality and equity considerations into the Education Sector Plan (ESP) mid-term review reports, annual work plans, presentations, monitoring reports and the ESP technical working group discussions of the ESP partnership and coordination structure.
  • Assist the Gender Division with internal coordination and tracking of gender equality and equity mainstreaming activities and results, and in effectively disseminating and communicating those results with internal and external stakeholders.
  • Participate in SSP Steering Committee meetings as a technical resource, as needed, and support the monitoring of the SSP programme as needed.
  • Submit monthly reports to document the capacity development and technical support provided to the MoE, which identifies achievements, challenges and recommended way forward.

Qualifications

  • Minimum 5 years of professional humanitarian experience in the field of gender equality, and equity mainstreaming in the education sector, preferably in an international setting.
  • Advanced University degree (Master or equivalent) in a field of study relevant to gender equality and equity in education.
  • Proven track record of effective provision of technical guidance and capacity development support in the field of gender equality and equity in education analysis, planning, monitoring and reporting.
  • Experience working with different stakeholders, including UN, education donors, civil society organizations, national authorities, ministries and ideally a Ministry of Education
  • Demonstrated ability to improve education systems through knowledge transfer, effective collaboration and a strong capacity development approach.
  • Fluency in Arabic and English, both written and verbal

  • Strong team working skills, ability to take initiative and be proactive within established parameters.
  • Excellent communication skills, in both written and spoken English, and Arabic is required.
  • Demonstrated ability to work effectively in multi- and inter-cultural work environments.
  • Demonstrated ability to work effectively in highly stressful situations and contexts
  • Ability to think methodically, to design, plan and manage projects
