Monitoring and Evaluation Coordinator – Syria At DanChurchAid

DCA is currently looking for a Monitoring Evaluation Accountability and Learning (MEAL) Coordinator for its programmes in Northeast Syria (NES). The Coordinator’s main responsibility is to manage programme information, reporting and data collection platforms for the DCA programme in NES – with duty station in Ar-Raqqa.
Active in Syria since 2015, DCA works across 4 offices in NES, reaches over 400,000 people each year with interventions ranging from Humanitarian Mine Action, Food Security, Psychosocial Support, and Shelter Rehabilitation.
The main duties relating to this position are as follows:

Data collection and data management

  • Develop and update MEAL plans for all DCA NES projects on a monthly basis;
  • Develop MEAL tools (based on indicators in logframe, global indicators and monitoring requirements of the donor);
  • Develop and follow up on data collection plans with MEAL teams in the field;
  • Manage data (Data cleaning, merging and storing (meta-data databasing));
  • Analyse data and draft reports;
  • Monitor the accuracy of data collected. Cross check data collected in the field, ensure regular updates and solve eventual discrepancies;
  • Set-up, maintain, update and expand system of data management and analysis for data dissemination and reporting;
  • Maintain the strictest confidentiality of data and processes, and actively take measures to prevent the unauthorized sharing of information and data

Information management

  • Contribute to ensuring complete and timely reporting of activities, in accordance with various sectors, donor and HQ requirements;
  • Assist with the production of project reports and case studies, and provide input to the CD for the design, preparation and presentation of new concept notes, donor briefs and project proposals;
  • Develop reports and quick analysis of programme info on a monthly basis, and / or as required by the programme teams;

Accountability

  • Act as DCA Syria’s Accountability focal point: Set up and manage field-level complaints and feedback mechanisms in close collaboration with the Complaints focal point;
  • Establish and maintain a system for compiling, storing and responding to complaints in a timely manner and in line with GDPR data protection policies;
  • Monitor and report on any red-flag issues identified during routine data collection;
  • Follow up with field-level complaints focal points to ensure field-level functionality of complaints and feedback systems;

Staff management

  • Management of MEAL field staff across field bases;
  • Additional responsibilities
  • Work in close coordination with all programmatic departments in the programme to ensure a coordinated response to the humanitarian needs on the ground;
  • Collaborate with HMA/ GIS staff in producing informational materials, reports, and proposals;
  • Contribute to a culture of excellence, continuous improvement and performance optimization across all projects;
  • Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.
  • Any other appropriate duties, as requested by the Head of Programmes;

Education

Higher education qualifications relating to the social sciences, international humanitarian or development studies. However, more importance is attached to field experience, ability to persuade, and to work across different functions, than to formal qualifications.

Experience

  • At least 3 years of experience in an international humanitarian NGO;
  • Experience in the implementation of monitoring and evaluation systems;
  • Experience in team management and training/capacity-building;
  • Experience in the implementation of beneficiary complaint and feedback mechanisms

Skills

  • Skills in implementation of quantitative and qualitative surveys including form development, training, supervision, sampling, and analysis;
  • Full competence of tools for collection (KOBO, GIS platforms an added value), data management and analysis;
  • Fluency in English (writing and reading); Capacity to communicate in Arabic is an added value;
  • Flexibility and willingness to learn
  • Ability to weigh and prioritize competing tasks in high-paced environment;
