Context:
Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Programme Coordinator (Emergency and Post-crisis) and in close technical coordination with the Chief Medical Officer in Pakistan, the Emergency Health Officer will be responsible for the supervision, management, coordination and strategic guidance of IOM’s Emergency Health Programming in Pakistan.
The successful candidate will provide programmatic management, coordination, strategic guidance and technical oversight to IOM’s emergency health operations; ensure coordination with Ministry of Health, World Health Organization (WHO) and health sector partners; liaise and collaborate with other IOM sectors, oversee and supervise IOM’s emergency health teams and guide project and program development through the emergency and transition phases in Pakistan, in response to the spill-over from the Afghanistan crisis.
Core Functions / Responsibilities:
- Support the coordination and management of IOM’s Emergency Health Program within the framework of IOM’s Pakistan response, inclusive of its Mental Health and Psychosocial components.
- Provide strategic and technical guidance for emergency health programming and health system strengthening activities including preparedness and response, primary and secondary health care service delivery, micro grants for Basic Health Units, community health education and capacity building programming.
- Develop, prepare, implement and manage health projects in coordination with the Program Support Unit and the Senior Programme Coordinator (Emergency and Post-Crisis) and with technical support from the Chief Medical Officer, program units and regional and HQ units as necessary, ensuring that they are: a. consistent with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies; b. coherent, relevant, and feasible, and take into account good practices in the area of migration health; c. developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs).
- Supervise non-clinical health staff, conduct performance appraisal and actively identify and promote training needs of staff, and identify staffing gaps/initiate recruitment to improve programme functioning.
- Provide general oversight for mental health and psychosocial support (MHPSS) response to ensure the inclusion of MHPSS components in health programmes in emergencies and ensure the team’s coordination with the Psychosocial Support and relevant health clusters in country.
- Support the alignment of the migration health strategies and priorities in the country with global health goals, regional trends and existing policy frameworks set by relevant health authorities, in close coordination with senior technical/advisory staff at Regional and HQ levels.
- Liaise and coordinate with government counterparts and Health partners, including local NGOs/Community Based Organizations in order to develop a migrant health agenda at country level (including through supporting the potential development of memorandums of understanding at country level and support in strategic and technical meetings, and so on).
- Coordinate with country Humanitarian and Health Cluster/Sector Coordination mechanisms on IOM’s emergency preparedness and humanitarian response at the technical level link the health sector with other IOM-led sectoral humanitarian/emergency response activities.
- Promote and advocate migrant inclusion in national (health) emergency response plans and policies (e.g., COVID-19 prevention, access to vaccines) timely risk communication and community engagement activities, and support cross border activities and surveillance at points of entry in close coordination with Ministry of Health, WHO Country Office, United Nations Children’s Fund, United Nations High Commissioner for Refugees, United Nations Population Fund and other relevant UN agencies, NGOs and partners.
- Facilitate close collaboration with IOM Pakistan’s other technical departments in country, such as Protection, area-based response and livelihood teams, the Displacement Tracking Matrix, Immigration and Border Management and others, in order to integrate and mainstream health into project proposals, tools and strategies where relevant and possible.
- Maintain a high level of global and public health expertise and promote information sharing of health data to improve migration health programming and practice, including with external partners. Identify emerging issues to ensure that IOM programmes are based on scientific evidence.
- Analyze and regularly share critical developments, technical updates, project updates, achievements and best practices with internal and external stakeholders and contribute to thematic policy development and global reports.
- Monitor and analyze the progress of health projects, to increase effectiveness, recommend appropriate action as required, and assist in the development of evaluation protocols.
- Support resource mobilization in close collaboration/ coordination with program support unit.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Public Health or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above field with at least seven years of relevant professional experience.
• An additional qualification in clinical medicine, tropical medicine, maternal and child health or public health is an advantage.
Experience
• At least five years of experience, preferably at an international level, and involving migration health issues;
• Experience in managing significant and complex emergency health programmes;
• Demonstrated experience in emergency response and coordination, design and delivery of humanitarian assistance in complex environments;
• Sound experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society;
• Experience in resource mobilization and other fundraising modalities including budget management;
• Proven experience in communicating scientifically to specialized audiences.
Skills
• Proven capacity and vision to develop and implement programmes in the area of migration and health;
• Knowledge of monitoring and evaluation, and excellent written communication skills (for example, through extensive experience in writing reports).
Languages
IOM’s official languages are English, French, and Spanish.
