Context:

Under the direct supervision of the Chief of Mission and in close coordination with the Regional Office for Asia and Pacific, and the Department of Operations and Emergencies, the Senior Programme Coordinator will be responsible for all aspects related of the IOM Pakistan’s Humanitarian, Recovery and Resilience Programming, including the spillover of the ongoing crises in Afghanistan and disasters. The successful candidate will lead the IOM related operations, resource mobilization and representing the IOM in the inter-agency forums where the response plans and operations are being discussed.

Core Functions / Responsibilities:

Programme coordination, management and implementation

  1. Oversee, manage and lead IOM preparedness, response and recovery and related operations with a view to ensuring it is principled, timely, effective and efficient, synergised with other actions and contributes to longer-term recovery and resilience of people in need and communities.
  2. Promote synergies between all programmes and projects aiming to advance efficiency and effectiveness of the response through balanced division of labour, while reducing parallel structures and communication channels, thereby avoiding duplication, overlap and wastage of resources (human, financial, time, other).
  3. Develop a common vision for operations and ensure the stabilization of staffing structure, including identifying, and on-boarding new staff in line with program’s requirements, available budgets, and donor agreements.
  4. Oversee the implementation and monitoring of humanitarian, transition and recovery activities, including new projects, as well as re-programmed activities in coordination with project staff, to ensure consolidation and a harmonized response across thematic and geographical areas of intervention.
  5. In collaboration with RMO and project staff, monitor budget expenditure against work plans and donor agreements and manage the operational, administrative and financial aspects of the projects/programmes, including staff recruitment and supervision.
  6. Ensure the development of program work plans, establishment of monitoring tools and tracking of implementation challenges to promote up to date and evidence -based decision-making.
  7. Streamline coordination mechanisms at the field/sub national level to be better linked to the national level and made efficient and flexible to address the evolving nature of the response.
  8. Ensure technical oversight and quality of key programmatic areas, including DTM, Livelihood and job creation, social cohesion and community resilience programming, Multi-sector Area based response and assistance, preparedness, contingency planning and Disaster risk reduction and management, Health in emergencies, MHPSS, Communication with communities and Protection as well as relevant programme support functions.
  9. Lead the design and implementation of continued, targeted staff training on operational and service units to ensure continuity of high levels of general awareness and specialised knowledge/skills among all staff.
  10. Liaise closely with and provide clear guidance to staff responsible for day-to-day implementation of project activities.

Resource mobilisation, communication and representation

  1. In coordination with the Chief of Mission, represent IOM in meetings with partners, namely the HCT and any other inter-agency forums, to ensure that IOM is represented, actively contributes to the response planning by providing IOM inputs, and participates in key decision-making processes and senior-management negotiations.
  2. Lead resource mobilization efforts in close coordination with Chief of Mission and project staff, oversee proposal and project development efforts including consolidation of inputs towards IOM response plan or Pakistan office Global Crisis Response Platform and ensure regular preparation and dissemination of relevant reports, including donor reports.
  3. Ensure that the Chief of Mission has summaries of key documentation shared by UNCT, HCT, DSS, etc and is well prepared to represent IOM in key meetings and decision-making processes.
  4. Lead the development and timely dissemination of Sitreps, Talking Points, Key Messages, etc and be the Focal Point for Operational requests from ROAP and HQ, in particular as related to the L3 regional response to the Afghanistan crisis.
  5. Oversee coordination and information sharing processes in regards to the regional L3 crisis and IOM’s humanitarian, recovery and resilience programme in mission.

Strategic planning and development

  1. Lead the development of the response, transition and recovery strategy and risk management plan for the mission – fostering complementarity approaches and synergies – in coordination with programme managers and the Chief of Mission.

Others

  1. Undertake duty travel and field evaluation and needs assessment visits to other parts of the country, where possible.
  2. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Demonstrated expertise in management of IOM emergency and post-crisis responses.

• Operational and field experience in humanitarian and recovery programming and IOM relevant areas of work.

• Demonstrated resource mobilization and management skills, including team management.

• Experience in liaising with governmental authorities, other national/ international institutions and NGOs; and,

• Sound knowledge of monitoring and evaluation.

Skills

• Knowledge or experience of working with the humanitarian inter-agency coordination systems.

Languages

IOM’s official languages are English, French, and Spanish.
