Compliance Manager-USG, Bilateral Donors and Foundations Awards At Voluntary Service Overseas

Support teams’ and partners in compliance planning, monitoring and risks management; ensure effective application of donor rules and regulations at project level

· Provide systems, tools, and guidance, for project teams to implement award terms and conditions, in line with donor rules and regulations and VSO’s policies and procedures

·Adapt financial, human resources, and administrative, travel, and procurement procedures to donor rules and regulations

· Provide ongoing field accompaniment, training and support to project teams and partners on rules and regulations; identify opportunities for improvement in compliance processes and system in project implementation and accountability

· Offer donor technical specialisation, expertise and advise related to risks and compliance management of large scale and complex awards; build systems and tools for the bid development and implementation teams to meet award solicitation and delivery requirements, terms, and conditions; ensure that all key compliance building blocks for USG award management are in place, and that VSO is ready to act as lead/prime/principal agency.

· Ensure risks of non-compliance related to solicitations and implementation of large scale and complex USG awards are averted and managed through.
