Job Overview

CBM Global is a leading organisation in disability inclusive development, committed to improving the quality of life of persons with disabilities in the poorest communities of the world. CBM Global engages in inclusive humanitarian response at operational and international advocacy levels. We aim to provide people-centred, timely, appropriate and effective inclusive humanitarian action to some of the poorest and most marginalised men, women and children affected by disasters, in partnership with organisations of persons with disabilities and other national and local organisations, based on the principles stated in the UN Convention on the Rights of Persons with Disabilities (CRPD), Charter on Inclusion of Persons with Disabilities in Humanitarian Action, and Sendai Framework for Disaster Risk Reduction, and in close coordination with the humanitarian sector at global, regional, national and local levels. Supporting local partners and organisations of persons with disabilities to prepare and respond to emergencies is CBM Global’s unique contribution in the field of humanitarian action. CBM Global’s emergency work also includes working with mainstream humanitarian organisations to promote and implement inclusive relief and recovery.

Hours: Full-time, 40 hours

Salary range: The salary offered will be competitive, dependent on skills and experience, as well as country of location. We offer a local contract

Responsibilities and Duties

  1. Contribute to the strategic oversight of humanitarian actions supported by CBM Global in Madagascar and implemented by partners, with a view to a coherent, inclusive and quality humanitarian response in Madagascar.
  2. Ensure inclusive monitoring, evaluation, accountability and learning (MEAL) of CBM Global-supported humanitarian actions in Madagascar.
  3. Monitor the development of the humanitarian situation and inform on the evolution of the context and the needs of the affected population.
  4. In the event of a new emergency, take immediate steps to gather reliable information to verify the nature and extent of the emergency with local partners, the government and other humanitarian actors
  5. Advise CBM Global instances (at the country and global level) on appropriate CBM Global and partner priorities and interventions, in accordance with the country’s Humanitarian Preparedness Plan, and provide a rapid recommendation on the envisaged response.
  6. Contribute to the identification of in-country funding opportunities, the development of funding proposals, and the effective implementation of inclusive program strategies and emergency response projects, based on identified needs and in accordance with CBM Global’s global program quality framework.
  7. Contribute to the oversight, monitoring and quality assurance of the implementation of the inclusive emergency program, including timely disbursement of program funds and maintenance of up-to-date records of program funds, in collaboration with the CBM Global Country Office Finance team.
  8. Represent CBM Global in relevant humanitarian coordination meetings as requested by the Program Manager or CBM Global Country Director.
  9. Ensure that people with disabilities are consulted, informed and involved in humanitarian responses by contributing to the strengthening of networks and alliances around disability inclusion in crisis-affected areas, in collaboration with local partners and disabled people’s organizations.
  10. Provide capacity building support to project implementing partners.
  11. Ensure quality and timely programmatic reporting on CBM Global’s humanitarian interventions in the country.
  12. Proactively identify and address potential challenges and/or risks by working closely with partners and all relevant stakeholders.
