ORGANIZATIONAL CONTEXT

PROPOSED TERMS

Duration : 1 year renewable depending on the performance of the recruit and the availability of funds.

Trial period : 3 months, renewable once.

Type of contract : Memorandum of Understanding for Volunteering and International Solidarity

Remuneration :

Net salary: According to the JRS salary grid.

Housing :

· Housing allowance: 609.79 Euros per month;

· Paid leave scheme: 24 working days over the period;

· Rest and recovery (R&R): three (3) R&R of 5 working days over the year, for a total of 15 days. The right of enjoyment is obtained after each three (3) months of effective service with payment of the plane ticket for the trip N’djamena – country of origin of the recruit;

· Expenses borne by JRS: return transport from the place of recruitment to the place of assignment and visa expenses covered.

· International insurance: medical cover, 24/7 assistance, repatriation.

JOB DESCRIPTION

Main responsibilities:

Under the responsibility of the National Director, the National Human Resources Officer proposes and implements JRS human resources management policies.

General objective of the position:

Ensure efficient and effective management of local and expatriate JRS staff working in the JRS operation in Chad.

Recruitment and dismissal policy

• Carry out fair and efficient recruitment that promotes the hiring of the personnel best suited to the positions to be filled. (Publication of positions, selection of files, Insertion of the new employee);

• Organize and participate in interviews, and prepare summary reports on the results to facilitate the decision of a yes or no of a possible commitment to the trial;

• Check all CVs, cover letters, references, salary scales, contracts, including rentals, services, agreements, with a view to the interests of JRS;

• Support staff, including completion of ongoing quarterly, semi-annual, annual performance reviews;

• Determine future staffing needs with the projects concerned;

• Write or update documents intended for human resources (employment contract, internship contract, volunteer or partnership contract, job descriptions, evaluation mechanisms, code of conduct, etc.);

• Ensure the signing and termination of contracts;

• Establish and apply — in collaboration with the Project Managers — policies, standards and procedures for human resources management for the whole of JRS (hiring, training, salary scale, performance appraisals, dismissals, etc.);

• Set up and ensure the follow-up of the social policy of the staff (health insurance, subscription to the CNPS);

• Ensure the description of functions (executives and non-executives);

• Planning of leave for local staff (annual or sick) and ensuring the replacement/implementation of a leave binder.

• Ensure the follow-up of the salary policy so that salaries are distributed fairly and equitably among employees;

• Propose and ensure the implementation of bonus systems, compensation for transport, accommodation, etc. .

Internal and external communication

• Be the focal point for all staff members and external partners;

• Represent JRS in certain negotiations at the request or delegation of the DN;

• Manage disputes between employees and between employer and employees within JRS;

• Plan and lead staff meetings;

• Create and maintain permanent contact with labor inspectors to ensure compliance of HR practices and decisions with Chadian legislation;

• Participate in the development of the JRS Chad plan, a strategic plan with its annual and half-yearly workplans and their corresponding budgets;

• Participate in the preparation of logistics and equipment for meetings, meetings, seminars and possible local or external missions.

Work conditions

• Determine the present and future needs of the staff and the various projects;

• Ensure the administrative management of projects;

• Supervise the operation of the activities of the entire department;

• Ensure compliance with office hours and organization, the application of labor legislation and health and safety rules;

• Research and ensure the good social climate of the staff;

• Determine staffing needs, in collaboration with the various project directors;

• Ensure and implement staff health and safety policies;

• Participate in technical business planning meetings with an overview of administrative, financial, material and human resource needs.

Formation

• Supervise training plans: Program monitoring, results, difficulties.

• Supervise the evaluation of personnel for their better functioning.

Qualifications and Experience

· Master’s degree in human resources or a similar field (organizational development, business administration, etc.) or have specific training;

· At least 3 years of professional experience in a humanitarian organization in a position of Country Human Resources Officer;

· Good organizational skills and ability to multi-task in addition to day-to-day activities; · Good analytical skills and good judgment; · Previous experience in multicultural environments. Languages· Perfect command of French (read, written and spoken) and English (read, written and spoken). Language levels will be tested in writing and speaking. · Knowledge of a local language in the country of intervention would be an asset.
