Help us fight poverty and inequality by putting your skills to good use Oxfam is looking for a Head of Humanitarian Action and Advocacy (referred to as Team SAFE).
Your place in the organization
You are the head of the Humanitarian Action and Advocacy department (Team SAFE). Your team is in charge of humanitarian actions and advocacy. You and your team will work closely with other thematic teams within the same Program and Advocacy department, managers in charge of donor relations, financial managers, people in charge of communication, as well as colleagues based in Oxfam offices in the countries you and the team work with.
The work of the team under your responsibility:
· We mainly work in 3 regions : the Central Sahel, the Middle East and Maghreb, the Great Lakes;
· Our main cross-cutting themes are: resilience, nexus, location, gender and influencing ;
· We support an active portfolio of around 25 projects worth EUR 33 million;
The main responsibilities of the team include:
- Support for the development and monitoring of ongoing humanitarian projects, supervision of multi-country projects, organization of communication or learning events;
- Political advocacy : direct lobbying of Belgian and European targets, organization of lobbying tours with partners and colleagues in the field;
- Active participation in internal and external working groups.**
Your responsibilities
You report directly to the Director of the Program and Advocacy department of Oxfam-Belgium.
· Team management (4 full-time), program quality and influence work – 50%
- Coordinate the work of team members and manage the balance of portfolios;
- Follow strategic discussions within Oxfam on sector standards and principles and ensure their systematic integration into the team’s activities;
- Advocate for the improvement of the humanitarian system (flexible funds, localization) and address Belgian political decision-makers;
- Develop and implement Oxfam-Belgium’s humanitarian strategy and monitor objectives and annual operational plans (MEAL and Gender) including budget monitoring;
- Write internal reports and share inputs for the next annual planning cycle;

Internal collaboration – 40%
- Be an active member of the Management team of the Program and Advocacy department as well as with other internal coordination groups (communication department);
- Be an active member of the Oxfam Humanitarian Platform and coordinate with regional and country-level humanitarian program managers;
- Coordinate with the institutional partnerships management team responsible for donor relations and contracts;
- Organize meetings of the Standing Emergency Committee and liaise with the fundraising team;
External representation and monitoring – 10%
- Represent Oxfam and be an active member in external coordination groups and in the working group of Belgian humanitarian NGOs.
- Keep abreast of developments in different humanitarian contexts and the system in which NGOs operate and circulate information;
Votre profile
· Between 4 and 6 years of minimum experience, ideally in similar positions;
· Familiar with Oxfam’s humanitarian and resilience work;
· Proven experience in team management;
· Work experience in priority regions;
· Experience in humanitarian advocacy strategies and activities;
· Field experience in the implementation of multi-sector humanitarian projects and programs;
· Fluent English and French; knowledge of Dutch is an asset;
· Availability to travel.

· A gross monthly salary aligned with the NGO sector (min €2,611.10 and max €4,411.78 for 30 years of relevant experience);
