Light for the World is a global development organisation. We empower people with disabilities and enable eye health services in low-income countries. Over the last three decades we improved health systems, enabled education for all, and amplified the voices of people with disabilities

- Inclusive Empowerment – ensuring that barriers are removed for men and women with disabilities to access decent work
We focus on the poorest and hardest to reach because that’s where we will have the biggest impact.
In Uganda, our country strategy for the year 2021-2025 focuses on eye health, Inclusive economic empowerment, disability inclusion and Inclusive Education.
Currently, Light for the World Uganda implements projects on eye health, inclusive economic empowerment and disability inclusion with a presence in 21 districts. We are in the process of expanding our team in Uganda and looking for a committed person to fill this role and be part of this growth.
Role profile:
The Monitoring, Evaluation, Research, Learning and Adaptation will be responsible for supporting and enabling Light for the World to ensure quality and innovation at L-UG as well as in a number of consultancies and advisory roles L-UG is playing within Light for the World International as well as service provider to mainstream actors. The MERLA Manager is part of the Management Team and oversees and guides the work of the unit.
The MERLA Manager will report to and work under the guidance of the Country Director, and in close coordination with the Programmes Manager and implementing partners as well as the Operations and Finance and Disability Inclusion Advisory Unit teams. The MERLA Manager will ensure strategic and technical alignment and adherence to common standard in close collaboration with the International Monitoring, Evaluation, Learning & Adapting (MERLA) and Knowledge Management team.
Key Duties & Responsibilities
The MERLA Manager ensures documentation of good practices, development of tools and training materials, facilitation of action learning and development of knowledge products and facilitates learning and co-creation leading to innovative tools and products to ensure that the work of L-UG is continuously improving and evolving.
This includes:
· Development of MERLA frameworks for all programs and projects at L-UG, develop data collection and reporting tools, data storage and analysis and support the development of donor reports by providing up to date data on progress as well as support baseline and mid term or final evaluation activities.
· Contribute monitoring and evaluation data to the Global Thematic Results Frameworks for core outputs and outcomes.
· Support the organization of learning events and ensure that different team members are guided on their roles to design and facilitate the learning process.
· Develop quarterly Disability Inclusion Insight Briefs and knowledge products that document good practices, lessons learned and key resource materials through innovation and creativity to ensure diverse products.
· Guide research activities conducted in different programs. Guide co-creation and innovation processes to come up with curricula, tools, and other prototypes to guide our work.
· Support targeted communication on our work, support development of communication products that focus on behavioural change. Support branding of L-UG that strongly communicates our vision and our work.
· Line manage team members and ensure that they are well guided in their work, achieve in line with deliverables and ensure that the team feels valued and appreciated in their work.
Requirements
- Master’s degree in Sociology, Social Sciences, Project Management, Monitoring and Evaluation, Statistics, Psychology or relevant field.
- Minimum of five years’ project related MEAL experience in a similar INGO or recognized NGO role which explicitly involved donor-funded projects
- Excellent people skills with experience in collaborating in a diverse and dynamic team
- Knowledge and experience of disability inclusion and/or working with organizations of persons with disabilities
- Experience in partnership management, including government liaisons.
- Proven effectiveness in leading and coaching professionals.
- Professional intensive experience and hands-on knowledge on broader capacity building, with excellent facilitation skills.
- Innovative and strategic thinker always ready to adapt and learn.
- Technology savvy with proficiency in the use of MS Office software packages, MEAL specific applications, such as online databases and mobile data collection tools like ActivityInfo, KOBO, SPSS, Survey CTO as well as data visualization apps such as PowerBI or Tableau.
