MdM currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM’s intervention in the West Bank is focused on provision of mental health and psychosocial emergency response activities following critical incidents related to occupation. The mental health and psychosocial support emergency response project is implemented under the umbrella of the West Bank protection consortium, which is led by MdM-France.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you have the responsibility of the overall management of the West Bank base. In particular, you ensure that programmes meet operational, administrative, financial, human, material, and organisational objectives, while coordinating and leading a team. You also participate in the elaboration and revision of the country strategy. You ensure the deployment of MdM frameworks, policies and procedures, and you lead the implementation of projects in the area of intervention. At last, you participate in and lead advocacy work and partnerships.

You work in close collaboration with the other members of the coordination team (Gaza field coordinator, finance and logistics coordinator, human resources coordinator, advocacy coordinator, deputy medical coordinator and medical coordinator).

Your main responsibilities are the following:

Programme coordination

  • Coordinate and lead the assessment and the analysis of the general context, problems and needs in line with the country strategy
  • Design projects based on needs assessments, MdM priorities and strategy
  • Participate in the definition of operational plans for the project together with the programme manager
  • Ensure the proper implementation and quality of activities, ensure they comply with MdM principles and ethics
  • Monitor and evaluate the implementation of projects, adapt the activities when needed
  • Act as a focal point for communication and advocacy activities in coordination and collaboration with the advocacy coordinator

Team management

  • Ensure the overall supervision and the management of the local team
  • Plan and monitor the activities of the team, provide support to the team and implement corrective action when necessary
  • Define a proper human resources set-up for the base and ensure its adequation with the needs
  • Manage any HR misconduct, ensure all HR decisions comply with local labour laws
  • Validate job descriptions
  • Ensure the recruitment of new staff members
  • Identify training needs and participate in the development of training plans
  • Ensure briefing and follow-up of team members on context, safety, security and programmes
  • Organize regular team meetings and facilitate communication and information sharing

Base management

  • Ensure internal rules and policies and external obligations are respected by all the team members
  • Contribute to budget development and revision, ensure budget follow-up and justify budget consumption, anticipate needs for budget amendments
  • Coordinate the writing of proposals and reports for donors
  • Supervise the administrative management of the base
  • Ensure the overall functioning of the base and running or programmes comply with local legal environment

Representation

  • Ensure interaction with local authorities and other stakeholders
  • Ensure regular participation of MdM in various coordination mechanisms (clusters, thermatic groups…)
  • Represent MdM with district / governorate authorities
  • Facilitate contacts with media, communicate MdM values and positions
  • Guarantee programmes’ visibility and coherence of public speaking with MdM positioning
  • Develop and strengthen partnerships

Security

  • Monitor and analyse the local security situation, anticipate evolutions, report to the general coordinator
  • Liaise with relevant stakeholders in regard to security issues
  • Review and update the safety and security management plan, facilitate its dissemination and appropriation within the team
  • Ensure all the team members know and respect security rules
  • Manage and report safety and security incidents

Reporting

  • Ensure programmatic reporting to donors in collaboration with programme managers and technical coordinators
  • Contribute to financial and logistical reporting
  • Report to the general coordinator on a regular basis
  • Produce monthly situation reports as well as other relevant reports upon request.

CONDITIONS OF EMPLOYMENT:
Status : Employee fixed-term contract
Duration : 12 months
Starting date: as soon as possible
Gross monthly salary: 3 088 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)
Insurance (repatriation…)
Teleworking agreement for positions eligible to telework: 110 days/year (minimum of 1 day per week onsite)

SKILLS AND EXPERIENCE NEEDED:
Advanced degree in humanitarian aid or project management, or in any other relevant field
Experience of at least 5 years with an international NGO working in emergency contexts, managing projects, preferably within the health sector
Experience in supervision, team and security management
Communication
Proposal writing, reporting and grant management skills
Field experience under hazardous security conditions
Experience in needs assessments and MEAL
Experience in working with local partners and consortia
Ability to classify and to manage priorities
Knowledge of Office 365
Listening and diplomacy skills
Anticipation, adaptability, capacity to take initiatives
Knowledge of the occupied Palestinian territories, the Middle East and/or the Muslim world an asset
Experience with Médecins du Monde an asset
Knowledge of or experience in advocacy and communication an asset
Languages: fluent English mandatory (spoken, written and read), Arabic an asset, French an asset
