PROJECT COORDINATOR YEMEN 12 months contract (renewable) At Médecins Sans Frontières en Suisse

Main Purpose

Seven years into the conflict, Yemen experienced another deep crisis in 2021 with constant emergencies and civilians paying the highest price of this war. In line with MSF Medico-Operational Strategy, the Yemen Mission has adjusted its operational set-up by again putting emergency response as the priority and core of its activities. The mission is therefore developing along two main lines:

  • Preparedness as a key action to allow medical assistance
  • Adapting response capacity to the reality of the emergency

The Mobile Emergency Team (MET) for Yemen was created in 2021 to achieve these objectives.

We are looking for a Project Coordinator to lead MSF’s MET in Yemen. In collaboration with the Coordination Team in Saana, the Project Coordinator is responsible for defining the operational strategy of the Emergency Response project, coordinating MSF’s emergency interventions, identifying humanitarian challenges, negotiating access, and representing MSF’s interests before third parties. S/he will also be responsible for ensuring compliance with MSF’s charter, ethical standards and policies as well as international and national laws and regulations, in order to realize organizational objectives.

Responsibilities

• Closely monitoring the areas of intervention, in close cooperation with the coordination team.

• Ensuring data collection and the epidemiological surveillance system, in agreement with the Medical Coordinator, in order to define effective medical programs for the target population.

• Supervising the execution of emergency response activities and secondary activities such as training programs.

• Ensuring regular context and security follow-ups.

• Developing all the relevant security and operational documents for the project. Participate in the development and writing of agreements.

• Building and maintaining strong linkages with local actors for the negotiation of humanitarian medical space for MSF’s interventions.

• Developing networks in new areas of intervention and build on existing networks in close cooperation with existing project teams in MSF locations.

• Ensuring the appropriate set-up of the team needed to meet the continuously evolving operational portfolio.

Education

· Academic background to a Master’s Degree level in medicine, public health, or paramedical, or in the field of international relations, social sciences, political science.

· A lower level of education will be considered if compensated by years of relevant professional experience.

Experience

· Previous working experience of at least 4 years in humanitarian contexts, insecure areas, and/or emergency settings is mandatory.

· At least 2 years working experience as a Project Coordinator with MSF or other international NGO experience in Yemen or the Middle East is an advantage.

· Strong experience in representation and negotiation at a senior level and in a multi-stakeholder environment.

· Fluent in written and spoken English

· Excellent communication (both verbal and written), interpersonal, and negotiation skills.

· High capacity to overcome stress and to work under pressure in a volatile security environment.

· Ability to identify and analyse humanitarian needs and then translate this into potential responses.

· Excellent coordination capacity and ability to interact constructively with people.

· Strong analytical and conceptual thinking; able to understand complex issues and translate them into simple, workable actions and plans

Languages Fluent in English, Arabic an advantage

· Remuneration (indemnity salary based on previous work experience and country of residency)

· Two weeks of holiday for every three months on mission

· Departure on mission is non-accompanied (no family or couple departures) however there is an option for a relocated family package to a neighboring country (school fees, accommodation, family running costs).
